SOM, Cash Consortium, Emergency multipurpose cash assistance

The project aims to provide life-saving Multi-Purpose Cash Assistance (MPCA) to crisis-affected communities in Somalia. The intervention will prioritize those most left behind including newly displaced and highly food insecure individuals. As a short-term emergency intervention, the project complements SDC’s broader effort to sustainably strengthen the resilience of vulnerable communities across Somalia and contribute to increased stability and prosperity.

The project in brief

Background	The 2025 Humanitarian Needs and Response Plan (HNRP) for Somalia estimates that 5.98 million people will require humanitarian assistance, with 4.4 million expected to face acute food insecurity by mid-2025 due to prolonged dry conditions linked to La Niña. Among the most affected are 1.7 million children under the age of five who are anticipated to suffer from acute malnutrition. The USAID stop-work order as well as an overall reduction of offical development assistance (ODA) by the international community significantly disrupted Somalia’s aid response further exacerbating humanitarian needs among vulnerable communities.
Objectives	Provide lifesaving assistance to highly vulnerable households (HH).
Target groups	The project will reach an estimated 9,528 HHs (73’365 individuals: 37,189 males and 36,176 females). The Intervention will prioritize those most left behind including people recently displaced by acute crisis (conflict, floods, drought), in underserved hard-toreach areas or exposed to very high levels of food insecurity. Additionally, women facing Gender-Based Violence (GBV) risks, minority clans, female-headed households, pregnant and breastfeeding women will be targeted.
Medium-term outcomes	1. Crises-affected populations have improved access to basic services including food, non-food items, water, sanitation and healthcare (WASH) through MPCA. 2. Improved capacity of the humanitarian system to deliver effectively MPCA in Somalia.
Results	Expected results: 1. Provide MPCA to crises-affected populations 2. Compile and disseminate a study on how to improve the referral mechanism between partners in Somalia. Results from previous phases: N/A

Project partners	Contract partner International or foreign NGO Other international or foreign NGO North Concern Worldwide (CWW). CWW is the lead agency for the Somalia Cash Consortium (SCC). Its members are Save the Children International (SCI), Norwegian Refugee Council (NRC), Danish Refugee Council (DRC), ACTED and COOPI. The INGOs in the consortium are working with four national NGOs: GREDO, Lifeline Gedo (LLG), PMWDO and SSWC. As a nonoperational partner, IMPACT is responsible for monitoring and evaluation.
Coordination with other projects and actors	The project directly contributes to the objectives of the Swiss Cooperation Program in the Horn of Africa. It has direct synergies with the following SDC financed projects/interventions: Somalia Resilience Programme (SomRep); Somalia Humanitarian Fund (SHF); CALP Network; Saameynta. It complements SDC’s longer term investments to strengthen the capacity of government and community institutions to better cope and adapt to manmade and natural shocks.
