After two decades of civil war and the following establishment of an internationally recognised federal government of Somalia in 2012, the UN Joint Programme for Local Governance and Decentralised Service Delivery (JPLG) supports the building up of more effective, accountable and inclusive local governance systems. Focusing on improved regulatory frameworks, enhanced public service delivery, and civic engagement, SDC contributes to enhanced state legitimacy, peacebuilding and more equitable access to public service well-being for all citizens, aiming thereby at more stability in the Horn of Africa.

This intervention contributes to improve access of the Somali population to quality, affordable and equitable health services in South Central Somalia and Puntland. In a context of still very low health services coverage, high level of vulnerabilities and protracted conflict, this intervention will ensure the delivery of essential primarily health care services, focusing on women and children, while at the same time contributing to progressively build the health system at both district and regional levels.

The Somalia Humanitarian Fund (SHF) is a pooled-fund managed by the UN Office for the Coordination of Humanitarian Affairs (OCHA). With this contribution, Switzerland will ensure that the most vulnerable women, men and children affected by the severe drought prevailing in Somalia and living in high level food insecurity situations receive timely, targeted and life-saving assistance.

Additional Allocation 2017 to OCHA Field Operation in Somalia in Response to the Hunger Emergency

On 24 February 2017, SDC/HA pledged an additional allocation of CHF 15 million to support emergency relief operations to help populations facing starvation in parts of Africa (South Sudan, Somalia, Nigeria/the Lake Chad Region) and Yemen. This decision followed a call issued by the UN Secretary-General Antonio Guterres on 22 February 2017 urging for USD 4.4 billion aid to avert famine for 20 million people who risk starvation in these countries. CHF 0.5 million will be allocated to support OCHA’s field operation in Somalia.

Allocation of SDC Funding to ICRC Operations in 2017

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

Contributions to OCHA Field Operations in 2017

OCHA’s mission is to mobilise and coordinate effective humanitarian emergency assistance of the United Nations in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies. It is responsible for bringing together humanitarian actors to ensure a coherent and timely response to emergencies. Therefore, SDC seeks to provide support to OCHA field offices in relevant humanitarian contexts, in line with SDC geographic and thematic priorities.

In the fragile and conflict affected context of Somalia, SDC’s contribution to the Somalia Resilience Programme Consortium (SomReP) enables pastoral, agro-pastoral and peri-urban poor to increase their ability to prepare for, adapt to and live through shocks without eroding their productivity or assets. This intervention focuses on capacity building, livelihood diversification and the elaboration of community-based early warning systems and is complementary to ongoing shorter term emergency and longer term development interventions across the Region.

Federal Government of Somalia and UN Joint Programme on Youth Employment

The youth employment programme for Somalia aims to create employment opportunities for youth between 15 and 24 years through vocational education, enterprise training, and the rehabilitation of infrastructure in high potential sectors of the economy. The programme is embedded in a state building and stabilization perspective and recognizes that Somali youth are essential for the recovery and growth of Somalia, but could also be a destabilizing force if ignored.
