Contesto

The Constitution and relevant legislation mandate local government in South Africa to provide basic services to citizens. Since the end of apartheid in 1994, significant strides have been made, yet many municipalities still grapple with governance and management challenges. These issues contribute to high levels of unauthorized, irregular, fruitless, and wasteful expenditure (UIFW), constraining fiscal space. Phase II of the Procurement, Infrastructure and Knowledge Management (PINK) program addresses these challenges by assisting national, provincial, and local governments in reducing UIFW expenditures and enhancing basic service delivery.

Obiettivi

The primary objective of the PINK II program is to enhance service delivery to South African citizens by supporting all levels of government in fulfilling their statutory obligations more effectively. Specifically, the program aims to tackle two main drivers of UIFW expenditures: weak procurement practices and inadequate infrastructure management (IM). At the national level, PINK II will reinforce legislative and policy frameworks for infrastructure and supply chain management. Provincially and municipally, the program will provide technical assistance, training, and facilitate peer learning to strengthen capacity. Additionally, the program will develop knowledge products systematically to ensure sustainable outcomes.

Improved legislative and/or policy framework for supply chain management (SCM) and infrastructure management (IM) at local government level

Increased capability of Provincial Treasuries (PTs) to support local municipalities to implement IM and SCM related laws and policies

Increased strategic sourcing of goods, services and works (infrastructure) by local municipalities

Increased alignment in SCM and infrastructure budgeting, planning and management at provinces and municipalities

Increased cooperation between all stakeholders in IM at local government

Improved competencies and responsibilities between key players in the municipal service delivery

Risultati principali attesi:  

Development and implementation of IM and SCM guidelines and toolkits, and training of government officials in their use

Provision of short-term on-demand technical assistance and long-term support at national, provincial and municipal levels for IM (including procurement)

Development and implementation of strategies to reduce UIFW expenditure at municipal level in the Mpumalanga and Free State provinces.

Increased cooperation and collaboration through multi-stakeholder meetings on IM (including procurement), integrating change management and involving local government leadership.

Dissemination of knowledge products such as good practices and lessons learned, with active communication channels to engage stakeholders to promote sustainable impact.
