SSD: Peace Canal, Peace in Practice (PiP)


Switzerland contributes to the Peace in Practice project in the Warrap and Lakes States of South Sudan. The project is a community-led initiative to reduce intercommunal violence that is implemented by national NGOs Peace Canal and The Organisation for Children's Harmony (TOCH).  It aims  to strengthen  traditional governance,  to enhance protection, and  to promote shared livelihoods through empowering women and youth and rebuilding local peace structures.

Hintergrund

The intervention area – Rumbek North, Rumbek Central, Rumbek East, Cueibet (Lakes State), and Tonj South and Tonj East (Warrap State) – faces recurring intercommunal  violence driven by competition over resources,  historical grievances, and revenge dynamics. Weak state presence and limited access to justice have left conflict resolution to traditional leaders, whose authority is increasingly undermined by perpetual cycles of violence. Armed youth and cattle camp dynamics fuel insecurity, while the exclusion of women and youth, limited services, and seasonal migration further strain social cohesion and stability. 

Cycles of violence are often triggered by unresolved disputes and a lack of accountability, with communities resorting to retaliation in the absence of effective mechanisms for justice and reconciliation. The fluid and politicised role of  customary authorities, combined with rising poverty and environmental shocks, exacerbates tensions and undermines community resilience. 

Ziele Sustainable peace and inclusive local governance are strengthened through community-led systems that promote protection, shared accountability, equitable participation, and cooperative economic engagement. 
Zielgruppen

The intervention focuses on 6 counties of the Warrap and Lakes States of South  Sudan, where it targets traditional leaders, cattle camp youth, women leaders and  survivors of violence, local authorities, community-based organisations,  households engaged in peace farms and VSLA, and vulnerable children.  

Broader community members benefit indirectly through strengthened inter-community governance processes, protection, and livelihoods.

The planned phase aims to achieve three key outcomes: 

1.  Strengthened Community-Led Governance and Conflict Resolution Mechanisms 

2.  Inclusive Protection and Social Healing Structures. 

3.  Peace Dividends through Cooperative Economic Systems. 

Resultate

Erwartete Resultate:  

Strengthened Community Governance and Conflict Resolution Systems: 
10 peace platforms and 2 inter-communal forums established; 18 monthly meetings and 14 migration dialogues held; traditional leaders engaged in 2 consultations. 

Inclusive Protection and Social Healing Structures:
20 trauma healing workshops delivered; 500 protection cases managed; 3 safe spaces for women set up; 5 justice linkage engagements held. 

Peace Dividends through Cooperative Economic Systems:
10 peace farms were strengthened and expanded, complemented by 10 agricultural  training sessions reaching 440 households. Village Savings and Loan Associations  (VSLAs) were established to promote financial inclusion, and 10 start-up grants or business kits were provided to support community-led income-generating activities.
