United Nations Office for Disaster Risk Reduction (UNDRR), Core Contribution 2026–2029
Switzerland provides core funding to UNDRR, the United Nations focal point for DRR and custodian of the Sendai Framework. The intervention supports UNDRR's Strategic Framework 2026–2030, strengthening disaster risk governance and policy coherence across climate, humanitarian and development agendas. As host state and leading donor, Switzerland leverages this partnership to anchor Geneva as a global hub for prevention and shape the post-2030 DRR architecture.

| Background |
Disasters linked to natural and climate-related hazards are increasing in frequency and intensity, with growing economic and social impacts. Progress towards the Sendai Framework targets remains uneven, particularly in countries affected by fragility and protracted crises. Effective disaster risk reduction (DRR) requires stronger policy coherence, improved risk knowledge, sustainable financing, and integration of prevention approaches across sectors. UNDRR supports Member States in implementing and monitoring the Sendai Framework and promotes risk-informed development at global, regional and national levels. Headquartered in Geneva, UNDRR operates within a dense ecosystem of humanitarian, climate and development actors in international Geneva and globally. |
| Objectives | To strengthen global disaster risk governance and policy coherence on prevention in order to reduce disaster-related losses and protect lives, livelihoods and development gains, particularly in vulnerable and high-risk contexts. |
| Target groups | Populations most vulnerable and exposed to natural and climate-related hazards, particularly in developing countries, including Least Developed Countries, Landlocked Developing Countries and Small Island Developing States. Special attention is given to women, persons with disabilities, youth and marginalized groups in line with the Leave No One Behind principle. |
| Medium-term outcomes | The intervention contributes to UNDRR’s four Strategic Objectives (2026–2030): SO1: Improved understanding of disaster risk SO2: Strengthened inclusive disaster risk governance SO3: Increased risk-informed public and private investment SO4: Enhanced risk-informed preparedness and recovery |
| Results |
Expected results: Results from previous phases: Switzerland has supported a long-standing strategic partnership with UNDRR since 1998., Over this period, UNDRR has driven a global shift from disaster response to risk-informed development: it has helped more than 131 countries develop or improve national DRR strategies, expanded Sendai Framework Monitor reporting to 163 Member States, and strengthened early warning systems in at least 65 countries. The 2023 Sendai Framework Midterm Review showed broad improvements in risk management across 93% of reporting countries, while confirming persistent gaps in the most vulnerable states. The 2025 Global Platform for Disaster Risk Reduction (GPDRR), held in Geneva and co-chaired by Switzerland, and its Co-Chairs’ Summary “Geneva Call for DRR”, further reaffirmed political commitment to prevention and demonstrated Switzerland's convening power as host state and longstanding partner. |
