Sudan, IFRC, Center of Competence for Humanitarian Negotiation (CCHN), operational plan 2025 – 2026
Following the outbreak of armed conflict in Sudan on 15 April 2023, the CCHN organized emergency ad hoc support for Sudan consisting of weekly sessions and online capacity building workshops dedicated for staff expecting to surge into Sudan. As armed conflict persists in Sudan, it is vital to address the needs on the ground to enhance the effectiveness of humanitarian responses. The initiatives organized by the CCHN provide a foundational framework for a robust support mechanism aimed at building capacities within the humanitarian community.

| Contesto | 30 months into the conflict, fighting between the Sudanese Armed Forces and the Rapid Support Forces, along with allied armed groups, shows no sign of restraint. Violence has spread to additional Sudanese states with devastating impacts on civilian populations. With no political solution in sight, the conflict is expected to be continued for an indefinite period, driving further large-scale displacement and destruction within the Sudan and into neighbouring countries, deepening an already large regional humanitarian crisis. The biggest challenges faced by humanitarian responders are humanitarian access, the respect of IHL and the security of movement of goods and personnel. Humanitarian responders have to negotiate under very challenging conditions with the conflict parties to operate crossborder and crossline. |

Outcome 1: capture and analyse current negotiation challenges, trends and emerging practices in Sudan and share knowledge with the CCHN’s community of practice and the broader humanitarian community; Outcome 2: contribute to strengthening the capacity of humanitarian professionals in negotiating in Sudan, by providing them with a space for learning and peer exchange; Outcome 3: position the CCHN as a centre of competence and expertise on the topic of negotiations in Sudan by contributing to sector-wide and high-level dialogue on current access and protection negotiation priorities, emerging issues, and best practices. |

Risultati principali attesi: Objective 1: establish safe spaces for peer exchange, learning and knowledge sharing; Objective 2: enhance content and create educational material on protection negotiations; develop and implement negotiation workshops in Sudan and the region; support partner initiatives to strengthen capacity for community-led protection negotiations. | Coordinamento con altri progetti e attori | The CCHN coordinates its work with a wide variety of actors depending on the activity. This includes but is not limited to OCHA Sudan Office, the INGO forum, ICRC and the others. Furthermore, given that most of the activities are interagency in nature, the CCHN ensures that there is wide representation in each workshop of different organizations (also by not allowing any single agency to have more than 5 participants). Geneva based coordination is on a case-by-case basis and may involve more strategic coordination than for individual activities. |
