Faizobod Water and Wastewater Project


Access to safe drinking water and sanitation services for the population of Faizobod is limited and of poor service quality due to deteriorated Soviet era infrastructure. The Project will increase access to safely managed, efficient and better-quality water supply and wastewater services and improve operational performance of the water utility.

Hintergrund

Urban water supply in Tajikistan is still in bad condition due to a lack of investments and maintenance in particular in secondary cities. In response to this, SECO and EBRD jointly developed a programmatic and integrated approach to address the substantial needs in the Water Supply and Sanitation (WSS) area. This approach combines three components: physical investments, institutional development and policy dialogue through the implementation of a Stakeholder Participation Programme. Due to the positive results, this approach is being replicated in secondary cities throughout Tajikistan, including Faizobod.

Ziele

To improve living and environmental conditions as well as economic opportunities for the population in Faizobod through improved access to safe drinking water, better hygiene and effective wastewater treatment. The capacities of the water utility and its operational sustainability are increased. Water supply resilience to projected climate change risks is strengthened.

Mittelfristige Wirkungen

The Local population benefits from improved water supply and wastewater treatment against base line at affordable cost to consumers.

The Faizobod water Utility is operating sustainably in financial and operational terms.

The local water sector benefits from an inclusive, transparent and accountable governance and an increased awareness about water and wastewater issues.

Resultate

Erwartete Resultate:  

The targeted water supply and wastewater infrastructure has been rehabilitated.

The Corporate Development Program is implemented: Financial and operational performance of the Utility improved to a level necessary to sustainably operate. Standards for corporate governance and business conduct are improved.

The new tariff policy is defined and implemented.

The necessary long-term investments are identified, planned and closely coordinated with the Government.

Awareness of local stakeholders about water and wastewater issues is increased and hygiene practices are improved.
