Support to the Accounts Chamber of Tajikistan

With SECO's support, a Supreme Audit Institution (called Accounts Chamber) has been established in 2012. This project provides targeted advisory assistance aimed at strengthening the operational capacities of the new institution.

Background Currently, the AC finds itself at a critical moment in its development. It has yet to prove its ability to provide independent audit opinions in line with international good practice. It is also competing for budget funds with other structures in the administration and crucially needs to broaden its staff base. Nevertheless, the establishment of an independent external audit function is an important achievement in the SECO-supported PFM-reform agenda and testifies to the commitment of the Tajikistani government to move ahead with critical reforms in the PFM area.
Objectives Therefore, despite its decision to phase out its activities in Tajikistan, SECO is financing some targeted assistance that will help preserve the achievements, sustain the momentum and help build critical capacities to render the institution fully operational. The project is conceived an interim financing before other means of funding become available. The World Bank has developed a framework for continued support after SECO financing ends and additional support is likely to be available through other means.
