Pamir Private Power Project - Phase III
In 2015, a natural disaster served as a wake-up call for Pamir Energy (PE) and dramatically demonstrated the need to increase the company's resilience. In parallel, PE needs to improve energy efficiency (EE) in order to meet growing demand. The project therefore aims to strengthen PE's capacity in two focal areas: a) increase resilience in a region highly prone to natural hazards and b) increase EE as cost effective way to meet growing energy demand.

The 3rd and final phase of the Pamir Private Power Project (PPPP III) builds on the positive results of the previous two phases and continues the well-established cooperation with the highly committed and reliable partner PE.Also thanks to SECO?s support, PE made considerable achievements since its foundation in 2002, providing access to clean and affordable electricity for 96% of households in the poorest region of Tajikistan facing considerable challenges.

New resilient tansmission line between Sebzor and Khorog built (18km) and voltage upgrade between Pamir 1 and Khorog realized (substations installed).

Under Phase I, SECO supported the establishment of PE as a private-public partnership (PPP) together with other donors and partners (WB, IFC, AKFED) through phasing in higher tariffs and in subsidising the electricity payments of poor consumers. Under Phase II, SECO continued this support with the introduction of a new targeted lifeline customer support scheme for PE's residential customers still being in use today. In parallel, SECO also supported the succesful implementation of a re-metering programme (98.25% of all consumers metered), creating consumer trust through clear and transparent billing and contributing substantially to PE?s excellent collection ratio (near 100%). Responding to a natural disaster, SECO started under PPPP II to support PE in strengthening its resilience through a combination of capacity building measures and the development of a DRR roadmap with early recovery assistance.
