The Cities Alliance (CA) is a global multi-stakeholder partnership for urban poverty reduction and promotion of the role of cities in sustainable development. The stakeholders include local authorities, governments of developing and developed countries, non-governmental organizations and international and multilateral organizations.

Background

Sustainable urban development has become a key topic to address poverty reduction in international cooperation and development projects. It is undebated that the cities play a pivotal role in contributing to equitable economic growth- however, cities in developing countries often lack the capacities to ensure a sustainable urban management and infrastructure development.

Objectives

The envisaged development impact is the improved quality of life, socio-economic condition and inclusion of the urban poor. The programme goal is to support the cities to increasingly effective government management, active citizenship and delivering improved and responsive services to the urban poor.

Medium-term outcomes

National Policy Framework developed and/or enhanced to address urban development needs-

Local pro-poor and climate resilient strategies and plans developed and resources mobilised-

Mechanisms to engage citizens/urban governance developed-

Capacities of cities in governance and management strengthened.

Results

Expected results:  

The support of 7 countries developing national policy(ies) related to sustainable urban development , 3 countries to adopt the national policy(ies) related to sustainable urban development and 5 countries to have national urban policy frameworks in place

The support of 43 cities to develop local pro-poor climate-resilient strategies/plans and to support the implementation of those strategies.

The support of 44 cities and 12 countries to have functioning governance mechanism to engage citizens in urban governance and 25 developed innovative projects to engage citizens.

The support of 21 cities in strengthening local government's capacities in areas such as strategic planning, cities managment and to support 3 countries to strengthen training and support organizations to train local governmentofficials in becoming urban technical experts (train the trainer approach)


Results from previous phases:  

Up to now more than 270 funded projects around the world have been implemented. From 2009 to 2011, CA supported 5.7 million USD in strategic planning and design activities that leveraged further World Bank investments of approx. 1.5 billion USD (findings of the independent evaluation 2012). The CA supported policy development that contributed to the formulation of national slum upgrading programs in more than 30 countries in Asia and Africa.
