SECO supports a pilot project implemented by the German Gesellschaft für Internationale Zusammenarbeit (GIZ) aiming at preparing four Ukrainian cities to the application of integrated urban development concepts in line with the European Charter for sustainable city development.

Hintergrund

Marked by a long tradition of central planning and strong regulation by the national government, Ukrainian cities are ill prepared for assuming their role as decentralized poles of development which should result from the new government’s policies of decentralization and communal self-government. These policies are reflecting the Ukraine’s Association Agreement with the European Union and the European Charter for sustainable city development. Municipalities will receive their own financing resources and will have to deliver public services so far provided by national authorities. The therefore needed reforms will cast huge challenges.

Ziele

The overall goal of the project is to support Ukrainian cities in applying integrated urban development approaches in line with European guidelines and values as laid down in the European Charter for sustainable city development (the Leipzig Charter) so that the cities can better assume their role of decentralized poles of growth and prosperity.

Mittelfristige Wirkungen

The four cities Chernivtsi, Poltava, Vinnitsa and Zhytomyr are capable of designing, applying and implementing processes and standards of sustainable urban development and infrastructure as an integral part of it.

Urban infrastructure projects, selected and prepared in line with priorities, standards and procedures set in integrated urban development plans, are successfully proposed for financing.

Small scale, low-budget and high impact investments (quick wins) from integrated development plans are successfully implemented and replicable.

Partner cities use mechanisms for a continuous communication, coordination and cooperation in the fields of sustainable urban development on national and international level (peer to peer, horizontally and vertically - i.e. city to national level) and results are fed into the adaptation of processes within municipalities.

Results are replicated and fed into the process of national reform.

Resultate

Erwartete Resultate:  

Planning hierarchy: Sectorial development plans are harmonized and integrated into an overarching Sustainable Urban Development Plan, approved by city administrations and submitted to city councils.

Masterplans for integrated urban development are finalized and submitted to city councils.

Sectorial plans (e.g. urban mobility) for integrated urban development are finalized and submitted to city councils.

Feasibility studies for selected urban infrastructure projects are completed.

Small scale, low-budget and high impact investments (quick wins) from integrated development plans are selected/prioritized and implemented

A Special Working Group (SWG), as a platform for knowledge exchange and feed-in of results into the national dialogue on decentralization is established and regularly meets.

An Annual White Book on progress regarding reforms on decentralization and local self-government induced by feedback and communication through the SWG mechanism is established, updated and submitted to the Ministry
