Kharkiv Window Rehabilitation Initiative


SECO contributes CHF 9.9 million to the reparation of 32'507 damaged windows in the City of Kharkiv in partnership with glass produces Glas Troesch Holding AG. The new windows will make the destroyed apartments habitable again. In doing so, Switzerland mobilizes the Swiss private sector for the reconstruction of Ukraine.

Background

As a result of the Russian war of aggression, the City of Kharkiv located in Eastern Ukraine near the frontline has been heavily damaged. Many buildings have been left uninhabitable. Kharkiv urgently needs repairs, particularly focusing on windows. This is critical to endure the harsh continental-climate winter, especially given the energy shortages in Ukraine.

Objectives

The project supplies materials for windows installation. The Kharkiv Window Rehabilitation Initiative restores habitability to war-damaged homes by replacing 32,507 windows in priority buildings across Kharkiv. The project addresses Ukraine's immediate humanitarian and housing needs, while supporting long-term goals of resilience, sustainability and reconstruction.

Results

Expected results:  

Within 10 months, 32'507 high-quality insulated windows will be produced and installed in buildings identified as urgently in need by the Kharkiv municipality

Improve thermal properties and reduce energy consumption
