National Water Resources Management in Kyrgyzstan

Water resources management remains ineffective in the Kyrgyz Republic, but the Water Code based on of Integrated Water Resources Management principles and adopted in 2005, provides stewardship for improved water resources governance and management. However the government lacks technical capacity and financial resources to implement the code. The project will assist the country in strengthening and improving water resources management capability and irrigation service delivery for the benefit of water users by enforcement of the water code.

The Swiss Agency for Development and Cooperation (SDC) considers Art and Culture as an important component and tool of good governance. Moreover, for SDC supporting cultural activities is an integral and indispensable part of development as “Culture is not one of life’s luxuries – it is life itself”. The Regional Art and Culture Programme, which covers both regional and national projects is implemented by the Swiss Cooperation Offices in Dushanbe, Bishkek and Tashkent.

SDC’s contribution focuses on the soft component of this major World Bank (WB) irrigation project, and further promotes Integrated Water Resources Management (IWRM), strengthens capacities of 7 Administrations of Irrigation Systems (AIS) and 65 Water Consumer Associations (WCA), establishes and equips 62 Farmer Field Schools (FFS) to disseminate best water saving practices.

Spécialistes de l’eau pour la région. Situation initiale: L’Asie centrale est confrontée à de graves problèmes d’eau et d’énergie. Elle éprouve donc un besoin d’autant plus grand à se doter d’un spécialiste de l’eau, qui soit en mesure de jouer le rôle de conseiller dans le cadre du programme consacré à l’eau. Ce conseiller est également membre du réseau pour l’eau. Il est entré en fonction en 2009. Objectifs: Le conseiller en matière d’eau intervient dans la conception des mécanismes destinés à assurer une répartition équitable des ressources en eau. Mise en oeuvre: Il cherche à établir le dialogue politique avec les partenaires, conseille les équipes locales du secteur de l’eau et participe activement au réseau de la DDC dédié à l’eau. Il est rattaché au bureau de programme de Tachkent. En 2010, ses activités le mèneront principalement à Bichkek, à Almaty et à Douchanbe.

Il progetto è incentrato su scuole professionali superiori situate in zone rurali delle province di Andijan, Namangan, Fergana e Tashkent. Circa 1500 studenti parteciperanno al nuovo programma didattico, nel cui ambito riceveranno una formazione adeguata alle esigenze del mercato del lavoro e impareranno a conoscere i nuovi standard tecnologici. In un secondo momento, e in base ai risultati delle esperienze raccolte nelle prime 11 scuole, il programma verrà introdotto in altri 200 istituti in tutto il Paese.

In Uzbekistan agricultural production almost entirely depends on irrigation. The country is therefore compelled to using existing water resources much more efficiently, especially in irrigation, which consumes over 90% of the water. After the collapse of the Soviet Union the region inherited huge irrigation schemes, and the associated storage facilities were all managed centrally at that time. The newly independent states inherited a system of inefficient water management, seriously deteriorated infrastructure and poor institutional settings all coupled with the prevailing arid geo-climatic features of the region.
