Vietnam Community Management Project
“People know, people discuss, people implement and people supervise” is a Vietnamese government slogan to promote grassroots democracy. The government of Vietnam has recognized the rights and roles of citizens in local planning and decision-making. But do people have a say in decisions that affect them? Not yet. This project aims to contribute to the implementation of this slogan by facilitating a process through which communities “self-define” their problems, “self-set” their priorities, “self-develop” and “self-implement” their solutions, co-financed by SDC and communities.

The authorities often regard the poor and disadvantaged as lacking the abilities to participate in planning and decision-making. They also ignore how to facilitate citizen involvement in local affairs. Vietnam Socio-Economic Development Plan 2011-2015 has committed “to create mechanisms for people to fully exercise their ownership, especially the direct democracy”. Community Management (CM) is one of such mechanisms
“CM contributes to the empowerment of communities through participation in the local development process as the process owners, to ensure community-driven, inclusive and equitable development outcomes for every member of the community”.
(i) Local people are the main targets, partners and beneficiaries in this project. (ii) Local government at commune, district and provincial levels are also important targets, partners and beneficiaries. (iii) Grassroots level stakeholders: Community Based Groups, CM facilitators and community self-managed boards
The objective is that “CM enables communities to organise their own development, strengthens their policy dialogue with the local government for improved living conditions, especially for the poor, disseminates and capitalizes experiences to other stakeholders”. This objective will be realised through four outcomes: (i) Self managed local communities improve effectively their living conditions – for both women and men by applying CM approach (ii) Local communities actively participate in the policy dialogue with the local government to ensure social accountability between the citizens and their authorities for equitable and inclusive development (iii) CM is promoted at district and province levels for its sustainable institutionalization, ensuring its application beyond the project life. The local NGO implementing the project will be strengthened to ensure its organisational and institutional capacity to sustain CM after the end of the project and (iv) Knowledge, experiences and key competencies for the implementation of CM are made available in user-friendly and transferable forms to local authorities and communities in the project provinces and other stakeholders in Vietnam.
Results from previous phases:
The project has changed the attitudes and behaviours of both communities and local government in three districts. Community self-management was successfully implemented in 93 communities. 1200 community initiatives were completed which have improved living conditions for about 98’000 people including poor and disadvantaged people. The project also promotes gender equality: the percentage of women participating in all project activities is higher than 50%. CM is pro-poor: nearly all poor and disadvantaged households participated in the decision making of the community initiatives and over three quarters of poor households benefited from the community initiatives. 592 government officials of communes were trained on CM. A network of organisations working on the promotion of CM was established for information and experience sharing. An ex-post cost-benefit analysis for the first phase concluded that the project has a positive overall internal rate of return.
