Capacity Building Support to the State Audit Office of Vietnam

Hanoi, 24 June 2016: The project ‘Capacity Building Support to the State Audit Office of Viet Nam (SAV)’ was successfully launched on 24 June 2016. Under the lead of Delegation of the European Union to Viet Nam (DEU), the Swiss State Secretariat for Economic Affairs (SECO) is contributing to this capacity building project that aims at improving the accountability, reporting, transparency and oversight of public financial management activities through SAV.

Capacity Building Support to the State Audit Office of Vietnam focuses on SAV capacity building to improve its accountability, reporting, transparency and oversight of public financial management activities in line with the its Development Strategy which was approved by the Auditor General in December 2010. It will by and large contribute to the improved management and oversight of public finance in Vietnam.

The project comprises two components, namely strengthening SAV with well trained and managed human resources; and strengthening capacities to undertake mandated tasks and activities in the area of strategic audit planning, financial audit in line with INTOSAI standards and international good practice. On behalf of the Delegation of the European Union to Vietnam (DEU) and SECO, Expertise France implements this project from June 2016 to December 2019 with a total financial volume of EURO 3,900,000. SECO contributes 1.2 million Euros to the total budget of the project.

The launching ceremony was co-chaired by the Auditor General of the State Audit Office of Vietnam, Dr. Ho Duc Phoc; the Ambassador of the Delegation of the European Union to Vietnam, Mr. Bruno Angelet; the Ambassador of Switzerland to Vietnam representing the Swiss State Secretariat for Economic Affairs (SECO), Mdm. Beatrice Maser Mallor and the Director of Expertise France Asia, Mr. Stéphane Gil.

Ambassador Maser expressed her appreciation to join the European Union in the support to SAV to implement its development strategy. In her remarks, she informed the audience that support to SAV under the PFM pillar will continue to be one of the priorities for SECO economic development program in Vietnam. SAV has an essential role to enhance accountability of Vietnamese decision-makers, thus ultimately ensuring the efficient allocation of scarce public resources. Indeed, progress in public finance management plays an essential role for the achievement of broader development objectives.
