In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of addressing underfunded crisis in a more predictable manner. SDC funding to UNICEF emergency programmes in 8 underfunded emergency situations allows UNICEF to better plan its assistance programmes and proactively respond to situations as needed. Moreover contributions will not be thematically earmarked except in Chad (WASH) and in Syria (SRP).

Contributions to OCHA Field Operations in 2015

OCHA is responsible for bringing together humanitarian actors to ensure coherent response to emergencies and facilitates the work of operational humanitarian agencies in the field. SDC aims to support OCHA in delivering its core functions in humanitarian coordination, advocacy and policy development. Therefore, SDC seeks to provide support to OCHA field offices in relevant humanitarian contexts, in line with SDC geographic and thematic priorities.

OCHA - Support to Yemen's Humanitarian Pooled Fund

The Yemen Humanitarian Pooled Fund (YHPF) replaced the Emergency Response Fund (ERF) in February 2015. The YHPF aims to promote a strategic and coordinated response towards the highest humanitarian priorities of the Humanitarian Response Plan (standard allocation) or due to acute emergency needs (reserve allocation). It provides funding for projects of national and international NGOs, UN agencies as well as IOM and Red Cross/Red Crescent organizations.

OCHA - Support to Yemen's Emergency Response Fund (ERF)

The Yemen Emergency Response Fund (ERF) is a multi-donor pooled fund, established in August 2010 in order to provide NGOs and UN agencies with a rapid and flexible funding mechanism to respond to unforeseen short-term humanitarian needs of vulnerable communities affected by emergencies. ERF funded projects aim to address the most urgent needs of vulnerable communities, complement the activities of other humanitarian actors and reinforce coordination and partnership of UN Agencies, NGOs and other actors, including local authorities to strengthen the humanitarian response capacity.

Land Governance Program

SDC will support the institutional capacities of the Intergovernmental Authority on Development (IGAD) Secretariat to formulate a regional land governance policy framework in an inclusive and participatory bottom-up process. This task will be facilitated by the Land Policy Initiative that is the mandated body by the African Union to implement the Declaration on Land. The Land Policy Initiative is contract partner and will technically assist IGAD.

INTERSOS - Increasing Livelihood Opportunities for both Yemenis and Refugees in Yemen Through Access to Gainful Employment, Education and Vocational Training

The project mainly provides vulnerable Yemeni youth and refugees in Yemen – with a special focus on females – with enhanced economic self-reliance and livelihood opportunities through access to formal technical education and vocational training at governmental institutions. At the same time, the project improves the capacities of the Ministry of Technical Education and Vocational Training (MOTEVT) and its institutes with two new vocations relevant to the Yemeni labour market. Being unemployment/lack of livelihood opportunities – especially among youth –one of the major challenges faced currently by Yemen, and one of the main factors of political instability and insecurity, this project eventually contributes to the stabilisation of Yemen.
IGAD-FAO Partnership Programme (PP) on Building Resilience for (Agro-) Pastoralist Communities

IGAD and FAO will jointly contribute to build resilience of communities in the Horn of Africa’s cross-border areas by addressing marketing and trade, transboundary animal diseases and natural resources management. It will also contribute to strengthen the capacity of IGAD specialized agencies to lead the regional agenda for the improvement of cross-border pastoral livelihoods.
