Small Actions Credit Line

Switzerland is active in Yemen since 2007 in an increasing difficult humanitarian context. Having closed its Cooperation Office for security reasons Switzerland is continuing its engagement with a new focus on WASH, but after the Saudi Arabia led military intervention in March 2015, more generally on emergency projects. The small actions credit line is (1) a quick responding instrument to activities that address a clear humanitarian need and (2) covers costs of services that contribute to the security and safety of the Swiss personel on mission.

The project in brief

Background	Yemen is facing a complex emergency that includes widespread conflict-driven displacement and a severe crisis in food security and a general breakdown of public services. More than 80% of the population or 21.1 million people are in need of some form of humanitarian assistance. Almost 14.4 million people are food-insecure and Yemen has one of the highest rates of child malnutrition in the world. In addition, about 20 million Yemenis have no access to improved water sources or to adequate sanitation facilities. By November 2015, more than 2.5 million people are internally displaced.
Objectives	The objectives of the credit line small actions is to have a quick responding instrument to the activities that address a clear need of the targeted beneficiaries as well as addressing windows of opportunities within the draft Swiss Cooperation Strategy Yemen.
Target groups	Yemenis benefitting from projects financed through the small actions credit line. Swiss staff on duty missions in Yemen.
Medium-term outcomes	implemented in line with the main domains of the CS by addressing relevant issues in the country. The objectives of the interventions through the credit line small actions shall include, but not be limited to: Contributing to assure the survival and improvement of living conditions for Yemeni and people living in Yemen in need of humanitarian assistance. Supporting the country’s efforts to assure the protection and access to basic services of vulnerable persons. Supporting other requests for humanitarian assistance requiring interventions of limited scope and budget. Small projects which supplement ongoing bigger projects or lines of intervention. Services, on a regular basis or on demand, that contribute to the security and safety of the Swiss personel on mission.
Results	Results from previous phases: During the previous phases of the small action credit line the Program Office in Sana’a and after November 2014 the Desk at HQ has managed to finance several small actions in line with the draft CS and reacting on instant humanitarian needs and windows of opportunity. They covered different subjects – from community conflict management, to the rehabilitation of toilets for girls’ schools, to a research studies, a project enabling school attendance for children and adolescents (girls and boys) and regular political and security assessments as well logistical and security support during field missions to Yemen. Furthermore, since the closure of the CO services contributing to the security and safety of the Swiss personel before, during and after duty mission have been payed through the small actions credit line.
