DRC – Contribution to the Development of an Effective Response to Mixed Migration in the Horn of Africa and Yemen
This intervention aims at preventing violations against people in mixed migration movements, whether refugees, asylum seekers or migrants, through a sequence of interconnected activities that complement the UNHCR funded project providing protection and assistance in response to mixed migration movements in the Horn of Africa and Yemen. It builds on the results of Phase I and combines enhanced protection monitoring and service delivery to mixed migrants, awareness raising among host communities and duty bearers, and data collection and analysis on migration movements. These activities will positively impact the development of a Yemeni migration management policy.

Yemen has a long coastline but a limited capacity to monitor and register the multitude of arrivals from the Horn of Africa. Amidst a political transition and humanitarian crisis, it has continued to receive migrants from the Horn of Africa with estimated 107’532 new arrivals having docked on the Yemeni shores in 2012. The mostly unpatrolled Yemeni coastline provides an environment in which smuggling and trafficking gangs can operate with impunity. New arrivals share distressing tales of physical abuse, extorti-on, sexual and gender based violence (SGBV), torture and killing by smuggling crews during the sea journey and on arrival, when they are often held hostage for ransom. As per February 2013 DRC is contributing in close collaboration with the relevant stakeholders and duty bearers to the development of an effective response to mixed migration in the Horn of Africa and Yemen by means of protection activities. |

Final beneficiaries are around 100,000 mixed migrants expected to cross to Yemen in 2013, with over 80,000 from Ethiopia and 20,000 from Somalia, among which at least 6,000 individuals with specific needs such as elderly persons at risk, disabled, pregnant women, serious medical cases, and unaccompanied minors. Duty bearers include Yemeni government agencies working on asylum and migration in Yemen; UNHCR, IOM, INGOs, NGOs and CSOs, research institutes and the coordination bodies Mixed Migration Task Force (MMTF) and the Regional Mixed Migration Secretariat (RMMS). |

Risultati fasi precedenti: (1) 16’219 mixed migrants were encountered by the DRC protection monitoring and patrolling teams based in Bab al-Mandab. (2) 500 refugees and asylum seekers resident in Kharaz refugee camp and Basatin benefited from livelihood assistance. (3) 18 training workshops with the participation of 437 individuals, including government officials, local authorities, journalists, judges, lawyers and NGO staff were carried out. |
