Strengthening, Monitoring, Evaluation and Reporting Systems for Orphans and Vulnerable Children and Youths Programming in SADC
The project strengthens the Monitoring and Evaluation systems for Orphaned and Vulnerable Children and Youth (OVC&Y) among member states of the Southern African Development Community (SADC). The project includes the training of key personnel and the inclusion of standardised OVC&Y indicators into already existing national data collection and reporting systems. Through such a system, member states will be able to make sound evidence-based decisions on issues that are relevant for OVC&Y, in particular on HIV and AIDS programming.

| Background |
Children under 18 years make up more than half of the SADC's estimated population of 250 million. The number of orphans, vulnerable children and youth (OVC&Y) in SADC is growing at unprecedented levels, largely attributed to HIV and AIDS, deepening poverty and conflict. Latest figures published by UNICEF in 2012 suggest that there are over 19 million orphans in SADC, a number that is more than the total polulation of at least six of the SADC memmebr states. Deaths of parents due to HIV and AIDS account for more than 75 percent of orphans in some member states such as Botswana and Zimbabwe. |

Results from previous phases: The Initiative to Strenghthen, Monitoring, Evaluation and Reporting Systems for OVC&Y programming in SADC builds on work that begun with the establishment of the SADC Programme for OVC&Y since 2007. From the initial support from SIDA, REPSSI, The African Development Bank (ADB) and EU Commission, the unit has developed - among other strategy documents - the SADC Minimum Package of Services, an accompanying Conceptual framework on Psychosocial Support for OVC&Y and the SADC Monitoring and Evaluation Framework, with an accompanying M and E Capacity Building Plan for OVC&Y. The situation analysis conducted by SADC Secretariat on M and E in the region confirmed that Member States lacked M and E capacity to provide disaggregated, adequate, timely, accurate, reliable and useful data and information. The M and E Capacity Building Plan focuses on a capacity building programme by SADC to streghthen and for collecting the capacity of M and E and for collecting and managing information and statistics addressing vulnerabilities of children and young people. The SADC member states through the SADC Policy organs have specifically requested SADC Secretariat to produce annual HIV and AIDS epidemic and reports based on information that is requested directly by member states. |
