Consultancy Terms of Reference: Evaluation of the Regional Psychosocial Support Initiative

Background

The Swiss Agency for Development and Cooperation (SDC) supports the Regional Psychosocial Support Initiative (REPSSI) to raise awareness on the importance of psychosocial support (PSS) and build the capacity of partners to apply PSS in the eastern and southern Africa region (ESA). The ESA region has had remarkable success in responding to the HIV epidemic. Unfortunately, progress among adolescents lags behind. Deepening poverty, food insecurity, high unemployment and the increasing burden of disease have compromised the normal support systems provided by families and communities. These multiple health and developmental challenges that vulnerable children and youth face require special attention. Under these circumstances, PSS is a critical enabler for social, health and education outcomes for children, youth and families.

Purpose and Scope of the Evaluation

The main purpose of this evaluation is to assess the results and experiences of REPSSI against baseline and project documents. It will follow the five criteria of The Organisation for Economic Cooperation and Development's (OECD) Development Assistance Committee (DAC) on evaluations i.e. results, effectiveness, sustainability, efficiency and relevance emphasis will be on the first three criteria. The evaluation will provide detailed conclusions and formulate specific recommendations.

Location: Six of the thirteen ESA countries involved in the implementation of the REPSSI regional programme.
