Coronavirus: No quarantine for persons entering from border regions

At its meeting on 11 September, the Federal Council decided on the quarantine rules for persons entering Switzerland from neighbouring countries: only those regions of neighbouring countries where the infection rate is over the limit will be added to the list of countries and areas with an increased rate of infection, not the entire country. Border regions may be exempted from inclusion on the list. In so doing, the Federal Council is responding to the rapid rise in infection numbers, while still taking account of the close interaction between Switzerland and neighbouring regions. The revised ordinance will come into force on 14 September. At the same time, the list of risk areas will be updated.

State Secretary Hirayama at the informal EU ministerial meeting on research and innovation

State Secretary Martina Hirayama participated by videoconference in the informal meeting of the ministers for research and innovation of the EU member states on 21 July 2020. The biannual event focused on the dialogue about joint research and innovation activities to foster a sustainable and sovereign Europe, in particular in the context of global crises such as the Covid-19 pandemic. Switzerland’s participation highlighted its commitment to the European Research Area and emphasised that it attaches great importance to generating and sharing knowledge at the international level.

During this final stage of Mr Cassis' 'border tour', after visits to Ticino and Kreuzlingen, the main talking points were the effectiveness of cross-border cooperation during the coronavirus crisis and the resumption of mobility across the Franco-Swiss border. European policy issues were also discussed.

The talks focused on the reopening of borders within Europe, cooperation during the coronavirus crisis and other European policy issues.

Federal Councillor Ignazio Cassis meets Italian Foreign Minister Luigi Di Maio in Ticino

Together with his Italian counterpart, the head of the Federal Department of Foreign Affairs (FDFA) highlighted the good cooperation between Switzerland and Italy in managing the COVID-19 pandemic, and expressed solidarity and encouragement to the people living on either side of the Italian-Swiss border.

Coronavirus: Switzerland to lift COVID restrictions regarding all EU/EFTA states

At its meeting on 12 June, the Federal Council took note of the decision taken by the FDJP to lift the entry restrictions that currently apply between all Schengen States as of 15 June, as was announced last week. Controls at Swiss borders with these states will end on this date and full free movement of persons will be restored with all EU/EFTA states and with the United Kingdom.

Federal Councillor Karin Keller-Sutter informed the Federal Council at its meeting on 5 June that the Federal Department of Justice and Police FDJP intends to lift the existing entry restrictions applicable with regard to all EU/EFTA states and the United Kingdom as of 15 June.

Coronavirus: Further easing of entry restrictions from 8 June

The Federal Council is to further relax entry restrictions in connection with the coronavirus pandemic. The restrictions will be lifted in step with the reopening of the economy. From 8 June, the cantons will begin processing applications from workers from the EU/EFTA member states. In addition, Swiss companies will be allowed to employ highly skilled workers from third countries if this is in the public interest, or if they are urgently required. To benefit the domestic workforce, companies will again be required to give notification of job vacancies, a measure that was temporarily suspended during the lockdown. Lastly, the Federal Council plans to lift all travel restrictions and re-establish the free movement of persons across the Schengen area no later than 6 July. Border controls with Germany, Austria and France will be lifted as early as 15 June, as previously announced.

Securing access to research cooperation and funding programmes in Europe

Horizon Europe, the EU’s next Framework Programme for Research and Innovation, is due to start in 2021. Along with three other European initiatives, Horizon Europe forms the ‘2021–2027 Horizon package’. On 20 May 2020 the Federal Council adopted a dispatch on funding requesting Parliament to approve CHF 6,154 million in funding to secure Switzerland’s participation in the Horizon package. Provided Parliament approves this funding, the Federal Council and the EU will be able to renew their bilateral research agreement and secureSwitzerland’s continued and uninterrupted participation in the Horizon package as an associated state.

Coronavirus: Easing of travel restrictions between Austria, Germany and Switzerland

Bern-Wabern, 15.05.2020 - The borders between Switzerland, Germany and Austria are to open again for unmarried couples in long-term cross-border relationships, and for those wishing to visit relatives or attend important family events. Restrictions will also be lifted for people who own a property for personal use, tend allotments, or maintain agricultural or hunting land or woodland. People needing to take care of animals may also cross the border.

Coronavirus: Switzerland reaches agreement with Germany, Austria and France on opening borders

Switzerland plans to open all borders with Germany, Austria and France on 15 June 2020, if the epidemiological situation allows. Federal Councillor Karin Keller-Sutter has reached agreement on this move following talks with the interior ministers of these three neighbouring countries. She advised the Federal Council of the agreement at its meeting on 13 May 2020.

President Ueli Maurer travels to Poland to mark anniversary of diplomatic relations

European Innovation Council funding an interesting prospect for Swiss research institutions and businesses

As part of its current Framework Programme for Research and Innovation (Horizon 2020; 2014-2020), to which Switzerland is associated, the European Union has taken the decision to enhance the funding opportunities available through the European Innovation Council. A high-level delegation from the European Commission today presented the EIC’s funding instruments at an information event in Bern, and set out how Swiss research institutions and businesses can benefit, especially SMEs.

Temporary agreement to safeguard access to the labour market even in the event of a ’no-deal’ Brexit

At its meeting on 17 April, the Federal Council approved a temporary agreement with the United Kingdom on access to the Swiss labour market. The agreement will apply in the event of the UK’s disorderly departure from the EU. For a limited transition period, it would introduce simplified requirements for working in either country. In this way, the Federal Council plans to safeguard the interests of the Swiss economy with regard to the recruitment of British workers, and the ability of Swiss nationals to access the UK labour market.

State Secretary Hirayama at an informal EU ministerial meeting on research and innovation

Linking of the Swiss and EU emissions trading systems: CO2 Ordinance revision enters consultation phase

On 25 March 2019, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) opened the consultation on the partial revision of the current CO2 Ordinance. The amendment is needed so that the Swiss and EU emissions trading schemes (ETS) can be linked. From 2020, emissions from civil aviation and fossil power plants will be included in the Swiss ETS, as is already the case in the EU. Linking the two schemes would enable companies in the Swiss ETS to trade in the larger EU emissions market.

Safeguarding relations between Switzerland and the UK in the field of migration post Brexit

At its meeting on 22 March the Federal Council took three decisions to safeguard good relations between Switzerland and the United Kingdom (UK) in the field of migration in the event of the UK’s disorderly withdrawal from the European Union (EU). Firstly the Federal Council opened consultation proceedings on the agreement on acquired rights, which has already been signed. It also adopted a revision of the Ordinance on Admission, Period of Stay and Employment (ASEO) with a separate quota for UK nationals. Lastly the Federal Council decided that UK nationals would be exempt from the requirement to obtain a visa to enter Switzerland after the UK’s withdrawal from the EU.

Federal Council initiates consultation on amendments to AEOI legal basis

Signing of agreement between Switzerland and the UK on citizens’ rights

Quotas for UK citizens in the event of a disorderly withdrawal from the EU

The Federal Council aims to safeguard its close bilateral relations with the United Kingdom after Brexit. At its meeting on 13 February, it decided on arrangements for the admission of British citizens in the event of the United Kingdom’s disorderly withdrawal from the European Union. A separate quota of permits will be made available for British citizens who wish to come to Switzerland to work after 30 March 2019. The Federal Department of Justice and Police (FDJP) will draft amendments to the Ordinance on Admission, Period of Stay and Employment (ASEO) by the end of March.

Switzerland and the UK sign trade agreement

Federal Councillor Guy Parmelin and the British Secretary of State for International Trade, Liam Fox, signed a bilateral trade agreement in Bern on 11 February.

Meeting of transport ministers in Lugano

Federal Councillor Doris Leuthard met the transport ministers of the Alpine countries today as part of the Zurich Process. The conference was held in Lugano this year to mark the opening of the Gotthard Base Tunnel. Transport ministers from the Alpine countries meet regularly to discuss issues of transport safety as well as the modal shift policy. The presidency passed from Slovenian infrastructure minister, Peter Gašperšič, to his Italian colleague Graziano Delrio.

Switzerland to support the reform of the civilian security sector in Mali and Ukraine

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.

Switzerland takes further step towards introduction of automatic exchange of information

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

French President François Hollande to pay a state visit to Switzerland in 2015

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

Federal Council approves the Horizon 2020 package

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

Automatic exchange of information in tax matters: Federal Council adopts negotiation mandates with partner states

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

German Chancellor Merkel assures President of the Swiss Confederation Burkhalter that Germany will play a constructive part in the dialogue on EU policy

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

Fourth Round of Swiss-EU Negotiations on Linking of Emissions Trading Systems

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
