Cross-border Commuter Statistics for 4th quarter 2016 - Increase in the number of commuters

Neuchâtel, (FSO) – The number of foreign cross-border commuters working in Switzerland increased by 11,300 persons (+3.7%) in 2016. Just over half of the cross-border commuters (54.9%) were resident in France, around a quarter (22.6%) were resident in Italy and a fifth in Germany (19.3%). In Ticino, the proportion of commuters out of all employed persons was highest at 27.1%. These are the findings of the Cross-border Commuter Statistics, conducted by the Federal Statistical Office (FSO) on a quarterly basis.    

State Secretary Pascale Baeriswyl to coordinate negotiations with EU starting 1 April 2017

Pascale Baeriswyl will take over the coordination of Switzerland’s negotiations with the European Union (EU) from Jacques de Watteville. During its session on Wednesday 22 February 2017, the Federal Council tasked the State Secretary of the Federal Department of Foreign Affairs (FDFA) with pursuing the coordination of the discussions with the EU, together with the negotiators in charge of different dossiers, as of 1 April.

Swiss-Austrian exchange of views and information on higher education, research and innovation

On 8 February, the second bilateral exchange of views and information took place between the State Secretariat for Education, Research and Innovation (SERI) and the Austrian Federal Ministry of Science, Research and Economy (BMWFW). The Federal Council approved the 2016 Foreign Policy Report at its meeting on 11 January 2017. The report gives an overview of Swiss foreign policy and provides an account of Switzerland’s most important foreign policy activities in 2016, in particular in the areas of development cooperation, humanitarian aid and good offices. This year’s report contains a chapter focusing on Switzerland’s efforts to promote peace and development in the crisis regions stretching from Syria to the Sahel.

Federal Council decides on basic parameters for counter-proposal to Rasa initiative

Federal Council adopts dispatch on the agreement between Switzerland and the UK on citizens’ rights

Adaptation of the bilateral agreement in the area of statistics with the European Union

During its 5th meeting held at Luxembourg on 2 December 2019, the Swiss-EU statistics committee adopted a decision concerning the revision of Annex A of the bilateral agreement in the area of statistics. This revision, which results from a decision of the Federal Council from 22 May 2019, thus makes it possible to continue the good statistical collaboration between Switzerland and the EU. The new Annex A comes into force with immediate effect.

The President of the Swiss Confederation Ueli Maurer travelled to Croatia on Friday, 29 November 2019, to visit President Kolinda Grabar-Kitarović and other leading Croatian politicians. In the first six months of 2020, Croatia will hold the presidency of the Council of the European Union for the first time. The discussions held during the visit thus focused on European policy issues.

Linking of the Swiss and EU emissions trading systems: Federal Council approves revision of the CO2 Ordinance

At its meeting on 13 November 2019, the Federal Council approved the revised Ordinance on the Reduction of CO2 Emissions. This, together with the amendment to the CO2 Act adopted in March 2019 and the agreement with the EU, will enter into force on 1 January 2020. From 2020, emissions from civil aviation and fossil fuel power stations will also be included in the Swiss ETS, as is already the case in the EU. Linking the two schemes allows companies in the Swiss ETS to trade emission allowances in the larger EU emissions market.

Swiss-Austrian high-level meeting to share information and perspectives on higher education, research and innovation

Switzerland and the Netherlands present initiative for climate-friendly investments

Switzerland and Georgia strengthen cooperation in the field of migration

Switzerland and Georgia are strengthening their respective efforts to tackle irregular migration. State Secretary Mario Gattiker and Georgian Minister of Internal Affairs Vakhtang Gomelauri signed a joint declaration in Tbilisi on 16 September. Since 2018 Georgia is 5th on the list of countries of origin for asylum applications in Switzerland. However, Georgian nationals have almost no chance of being granted asylum in Switzerland. To resolve the challenge related to unfounded asylum applications, Switzerland and Georgia have implemented different measures and are closely collaborating in the field of migration.

On 10 July, the head of the Federal Department of Justice and Police FDJP, Federal Councillor Karin Keller-Sutter, was in London to sign a Memorandum of Understanding to this effect with her British counterpart. She also signed an agreement on mutual access to the UK and Swiss labour markets in the event of a no-deal Brexit.

Switzerland and the United Kingdom (UK) are linked by a close and important partnership, which today is largely based on the bilateral agreements between Switzerland and the EU. After the UK has left the EU, these treaties will no longer be applicable, at the latest after a transitional period. In the context of its ‘Mind the gap’ strategy, Switzerland has concluded a number of new agreements with the UK. This ‘Mind the gap’ strategy aims to secure and, where appropriate, extend existing mutual rights and obligations. They cover, among others, trade, migration, road and air transport and insurances.

During his meeting with Turkish Minister of Foreign Affairs Mevlüt Çavuşoğlu in Ankara, he spoke, among other things, about the open Cyprus question, human rights, and developments in Syria and their consequences for the region and Europe.

Switzerland and France give go-ahead to implementation of EuroAirport agreement

At their first meeting, Federal Councillor Ignazio Cassis and French Foreign Minister Jean-Yves Le Drian brought the issue of the tax regime at Basel-Mulhouse (EuroAirport) to a conclusion: the agreement regulating Swiss companies operating at EuroAirport will be applicable from next year. The two foreign ministers' working meeting also focused on other bilateral issues, the situation in Europe and Switzerland's policy with regard to the EU.

The Swiss State Secretariat for International Financial Matters and the European Commission held their 2017 Financial Regulatory Dialogue on October 19 in Berne. The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. Participants included staff from the European Commission, European Supervisory Authorities, Single Resolution Board, the Swiss federal administration, the Swiss National Bank and the Swiss Financial Supervisory Authority FINMA.

European Parliament’s PANA Committee to visit Switzerland

Switzerland once again a full member of partnership-funded EU innovation programmes

On 23 August, the Federal Council approved the agreements on Switzerland’s participation in the Eurostars-2 and the Active and Assisted Living research and development programmes. This means that Switzerland is once again a full member of both programmes and is co-financed by the EU. The programmes are particularly interesting for research-intensive SMEs looking to enter new European or global markets through cross-border cooperation. Switzerland’s participation in the AAL programme is one of the many measures that form part of the federal government’s Skilled Workers Initiative.

Emissions trading scheme: acquisition of aviation data in 2018

The integration of greenhouse gas emissions from the aviation sector into the emissions trading scheme (ETS) is a necessary step in order to link the Swiss and European schemes. At its session on 2 June 2017 the Federal Council approved the Ordinance governing the acquisition and reporting of data from the aviation sector. In line with the intention of the European Union, it is only domestic flights in Switzerland or flights from Switzerland to member states of the European Economic Area (EEA) that are concerned.
