The stock market equivalence granted by the European Commission to Switzerland for a limited period expires at the end of June. In order to create clarity for market participants, today the Federal Department of Finance FDF is notifying that it will activate the measure to protect the Swiss stock exchange infrastructure in the event of non-extension.

Record efficiency for a gas engine

At the end of May, the final meeting of the "Horizon 2020" project "GasOn" with the EU Commission took place in Brussels. The aim of this EU project was the further development of gas engines for cars and vans. Around 20 partners participated, including ETH Zurich and Empa as well as four European automobile manufacturers and well-known suppliers. Gas-powered vehicles generally emit less pollutants than petrol or diesel cars. They are likely to gain importance in the future due to their possibility of being powered by renewable energy.

Institutional agreement Switzerland-EU: Federal Council to demand clarifications

The Federal Council intends to consolidate and further develop the bilateral approach, the cornerstone of relations between Switzerland and the EU. This also requires the search for solutions to the institutional issues. At its meeting of 7 June 2019, it approved the report on the consultations on the institutional agreement between Switzerland and the European Union (EU) and decided to demand clarifications. The Federal Council also underlined that maintaining the current level of wage protection was a key Swiss demand and that the social partners and the cantons would be closely involved in the next steps of the process.

ESA and EU member states highlight the importance of the space sector

The State Secretary for Education, Research and Innovation, Martina Hirayama, participated to the ‘Space Council’ of ESA and EU member states in Brussels today. A joint resolution entitled ‘Space as an Enabler’ was adopted, emphasising the role of space as a significant socio-economic tool, its importance in expanding the frontiers of knowledge, and its contribution to the development and implementation of policy in various sectors.

Federal Councillor Ignazio Cassis discusses multilateral cooperation and security in Europe with Slovak Minister of Foreign and European Affairs Miroslav Lajčák

Mr Cassis, who is the head of the Federal Department of Foreign Affairs (FDFA), has met Mr Lajčák in Bratislava during a working visit to Slovakia. Both foreign ministers highlighted the positive development of their countries bilateral ties and discussed the institutional agreement between Switzerland and the European Union (EU). Talks concerning multilateral cooperation focused on security in Europe and the work of the Organization for Security and Co-operation in Europe (OSCE). Mr Lajčák is the current Chairperson-in-Office of the OSCE. Slovakia also currently holds the presidency of the Visegrad Group (Slovakia, Czech Republic, Hungary and Poland) and will soon assume the chairmanship of the Organisation for Economic Co-operation and Development (OECD).

Brexit: Federal Council opens consultation proceedings on trade agreement between Switzerland and the UK

On 15 May the Federal Council opened consultation proceedings on the trade agreement with the United Kingdom and on an additional agreement extending the provisions of the trade agreement to the Principality of Liechtenstein. The agreements are intended to ensure to a large extent the continuation of existing trade relations after the UK’s departure from the European Union.

President Ueli Maurer travels to Poland to mark anniversary of diplomatic relations

European Innovation Council funding an interesting prospect for Swiss research institutions and businesses

As part of its current Framework Programme for Research and Innovation (Horizon 2020; 2014-2020), to which Switzerland is associated, the European Union has taken the decision to enhance the funding opportunities available through the European Innovation Council. A high-level delegation from the European Commission today presented the EIC’s funding instruments at an information event in Bern, and set out how Swiss research institutions and businesses can benefit, especially SMEs.

Temporary agreement to safeguard access to the labour market even in the event of a ’no-deal’ Brexit

At its meeting on 17 April, the Federal Council approved a temporary agreement with the United Kingdom on access to the Swiss labour market. The agreement will apply in the event of the UK’s disorderly departure from the EU. For a limited transition period, it would introduce simplified requirements for working in either country. In this way, the Federal Council plans to safeguard the interests of the Swiss economy with regard to the recruitment of British workers, and the ability of Swiss nationals to access the UK labour market.

Linking of the Swiss and EU emissions trading systems: CO2 Ordinance revision enters consultation phase

On 25 March 2019, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) opened the consultation on the partial revision of the current CO2 Ordinance. The amendment is needed so that the Swiss and EU emissions trading schemes (ETS) can be linked. From 2020, emissions from civil aviation and fossil power plants will be included in the Swiss ETS, as is already the case in the EU. Linking the two schemes would enable companies in the Swiss ETS to trade in the larger EU emissions market.

Safeguarding relations between Switzerland and the UK in the field of migration post Brexit

At its meeting on 22 March the Federal Council took three decisions to safeguard good relations between Switzerland and the United Kingdom (UK) in the field of migration in the event of the UK’s disorderly withdrawal from the European Union (EU). Firstly the Federal Council opened consultation proceedings on the agreement on acquired rights, which has already been signed. It also adopted a revision of the Ordinance on Admission, Period of Stay and Employment (ASEO) with a separate quota for UK nationals. Lastly the Federal Council decided that UK nationals would be exempt from the requirement to obtain a visa to enter Switzerland after the UK’s withdrawal from the EU.

Swiss travellers abroad should register on the "Travel Admin App”

Um die Ausbreitung des Coronavirus in der Schweiz einzudämmen und um die Bevölkerung und die Gesundheitsversorgung zu schützen, hat der Bundesrat an seiner Sitzung vom 13. März 2020 weitere Massnahmen beschlossen: Er verbietet ab sofort und bis Ende April Veranstaltungen mit mehr als 100 Personen, in Restaurants, Bars und Diskotheken dürfen sich maximal 50 Personen aufhalten. Damit kann das gegenseitige Abstandhalten einfacher eingehalten werden. An den Schulen darf bis am 4. April vor Ort kein Unterricht stattfinden. Die Einreise aus Italien wird weiter eingeschränkt. Der Bundesrat stellt zudem bis zu 10 Milliarden Franken als Soforthilfe zur Verfügung, um die wirtschaftlichen Auswirkungen der Pandemie rasch und unbürokratisch abzufedern.

Federal Councillor Ignazio Cassis on official visit to Paris

Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), paid an official visit to Paris from 9 to 10 March 2020. Talks with his French counterpart, Foreign Minister Jean-Yves Le Drian, focused on bilateral relations, Switzerland's European policy and international current affairs. Measures adopted by the international community to limit the spread of the COVID-19 virus were also discussed.

Federal Councillor Ignazio Cassis on official visit to Paris

UK’s withdrawal from the EU: bilateral agreements between Switzerland and the EU continue to apply

The withdrawal of the United Kingdom from the European Union at midnight on 31 January 2020 will not change the relationship between Switzerland and the UK in the near future: the bilateral agreements between Switzerland and the EU will continue to apply to the UK until the end of the transition period on 31 December 2020 (which may be extended). Switzerland can use the transition period to continue to work out together with the UK their future relationship as part of the Swiss “Mind the Gap” strategy.

Federal Council delegation meets new EU Commission President Ursula von der Leyen in Davos

A delegation of the Federal Council led by President Simonetta Sommaruga today met with the president of the European Commission, Ursula von der Leyen. Ms Sommaruga was accompanied at the meeting, which took place during the WEF Annual Meeting, by federal councillors Ignazio Cassis and Karin Keller-Sutter. Talks focused on the state of bilateral relations between Switzerland the EU, particularly with regard to the institutional agreement. They also discussed joint efforts to tackle climate change. Cooperation in the field of migration should be continued.

Switzerland's enlargement contribution to Bulgaria and Romania comes to a close

Over the last ten years, Switzerland has provided CHF 257 million from its enlargement contribution to support projects in Bulgaria and Romania. The two countries joined the European Union (EU) in 2007. The contribution aimed to reduce economic and social disparities in Europe and within Bulgaria and Romania. The 93 projects, which came to a close in December 2019, have achieved good results. Switzerland's support contributes to greater stability in Europe, which is also in the country's interests.

Following the successful launch, and once routine tests of the satellite in orbit have been completed, operations are set to begin at the end of March 2020 and last around four years. Federal Council initiates consultation on extended European border and coast guard

Meeting of transport ministers in Lugano

Federal Councillor Doris Leuthard met the transport ministers of the Alpine countries today as part of the Zurich Process. The conference was held in Lugano this year to mark the opening of the Gotthard Base Tunnel. Transport ministers from the Alpine countries meet regularly to discuss issues of transport safety as well as the modal shift policy. The presidency passed from Slovenian infrastructure minister, Peter Gašperšič, to his Italian colleague Graziano Delrio.

Switzerland to support the reform of the civilian security sector in Mali and Ukraine

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.

Switzerland takes further step towards introduction of automatic exchange of information

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

French President François Hollande to pay a state visit to Switzerland in 2015

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

Federal Council approves the Horizon 2020 package

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

Automatic exchange of information in tax matters: Federal Council adopts negotiation mandates with partner states

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

German Chancellor Merkel assures President of the Swiss Confederation Burkhalter that Germany will play a constructive part in the dialogue on EU policy

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

Fourth Round of Swiss-EU Negotiations on Linking of Emissions Trading Systems
