National clean air legal and policy framework is in place and supports effective reduction of greenhouse gas emissions and achieves climate co-benefits in the health, water and food security. - Black carbon emission reduction policy framework for mobile sources is established and generates health climate benefits through application in on-road heavy duty vehicles and off-road construction machinery at selected sites. The expected outcomes of the programme are: (1) Comprehensive Climate Change Law (CCL) drafted and submitted to the State Council and National People's Congress, and awareness regarding this issue raised among the Chinese society. (2) China's newly revised law on Air Pollution Prevention and Control is published and enforced with comprehensively strengthened supporting policies, regulations, relevant standards and measures. (3) BC control tools and models are further developed and disseminated. (4) National after treatment guideline for on-road vehicles is submitted to MEP, with identified BC emission control technologies piloted in at least 2 cities. (5) Off-road machinery control policy & management framework in Beijing is proposed, BC off-road control technology is piloted in selected working places.
