SKILL UP – Skills for Key Industries and Labour Market Linkages in Uzbekistan (Phase I)


Switzerland supports especially young people and women to acquire labor market–relevant skills and improve their employment prospects in Uzbekistan by promoting short-term training, strengthens career guidance, and enhances cooperation between employers, training providers and public institutions. Initial engagement focuses on sectors with strong employer demand and Swiss expertise and creates opportunities for partnerships with Swiss companies present in Uzbekistan.

Hintergrund Uzbekistan has strong economic growth but many young people cannot find jobs because their skills do not match employer needs. Many youth are not in employment, education or training, especially women and rural youth. Training providers often lack strong links with employers and practical learning opportunities. Employment services and career guidance are still developing and need stronger tools and coordination. The government is implementing reforms to improve skills development and labour market services, creating a strong opportunity for systemic support.
Ziele Adults in labour market transition in Uzbekistan, especially young women, improve their employability through a responsive and inclusive Non-formal Skills and Employment System.
Zielgruppen Primary target groups include young people, women, and job seekers, including returning migrants. Training providers, government institutions, and companies in selected industries also benefit from improved cooperation and capacity building.

Resultate

Erwartete Resultate:  

  • New or updated practice-oriented training programmes developed and piloted.
  • Partnerships between training providers and companies established.
  • Trainers and managers trained in modern teaching and management approaches.
  • Mechanisms for private sector engagement strengthened.


Resultate von früheren Phasen:  

Previous initiatives showed strong demand for short, practice-oriented training and closer cooperation with employers. Inception phase confirmed that private sector engagement improves training relevance and job placement. However, systemic mechanisms and sustainable partnerships still need to be strengthened. 

Inception phase identified potential sectors for the project activities - construction and agriculture/agro-processing - reflecting strong employer demand and alignment with Swiss expertise, and creating opportunities for partnerships with Swiss companies present in Uzbekistan (e.g., Schindler and BNZ).

The project is coordinated with national reforms in skills development and employment services. It complements other development partner initiatives, including following projects:

  • SDC: VET4UZ  (Phase  II) – Complementarity and synergy in VET system reforms, curriculum development
  • GIZ: 1) Green skills and technologies; 2) Policy advice on private sector development and VET reforms. - Thematic partnership & knowledge sharing
  • UNESCO: Recognition of Prior Learning policy and  frameworks; National  Qualifications Framework, Career guidance. - Technical alignment & advocacy.
  • KfW: Infrastructure development and equipment for Quality Assessment Centers – Complementarity.
