Contribution for the Population and Housing Census in Moldova

The only population census in Moldova after independence was carried out in 2004. The second census is to be held in 2014. Considering the weak capacities of the National Bureau of Statistics in this area, the Government of Moldova requested external support. The population and household census will provide the Government of Moldova with much needed data for informed policy-making. It will also provide SDC with sound bases for shaping the new programme on Migration & Development and ensuring a more efficient planning, implementation and steering of the Water and Health programmes.

Hintergrund

Since the first census, Moldova faced important demographic changes due to massive external migration, aging and negative population growth. A new census is required in order to produce comprehensive information on the population’s profile, demographic and socio-economic structure, structure of households and families, and housing and living conditions. In order to ensure Moldova’s participation in the global 2010 PHC round, the legal framework has been put in place, important budgetary allocations have been approved, and a high level national commission, chaired by the Prime Minister, has been established to oversee the entire census process. The breakaway region of Transnistria will not be included in the census, as it is not - de facto- controlled by Moldovan authorities.

Ziele

To assist the Moldovan National Bureau of Statistics (NBS) and to improve national capacity to generate a reliable and comparable demographic, social and economic numeric profile of Moldova, in accordance with the International Standards for Census Activities, and that can be used as a basis for socio-economic assessments and decision-making.

Mittelfristige Wirkungen

Policy makers use evidence based and gender-disaggregated data for public policy formulation, improve the wellbeing of the society and particularly of those marginalized based on the 2010 round PHC results.

Resultate

Resultate von früheren Phasen:  

The first population census (2004) was conducted rapidly, with no preliminary consultations and no possibility to control the accuracy of collected data. In order to ensure that the 2014 is conducted in accordance with international standards, extensive consultations have been conducted and sound internal and external expertise is involved in all stages of the PHC. The quality of data collection will be ensured by a post-enumeration survey. The results will be validated by the International Technical Advisory Board (created to assist Moldovan Government in planning and organizing the census).
