Programme for Local Governance and Water & Sanitation in Mozambique (ProGoAS III)

The third and final phase of the programme aims at sustainably improving the living conditions of the rural population (581’000 persons) in four districts of Cabo Delgado and Nampula provinces. The Exit strategy foresees that by the End of the programme participatory district planning and monitoring through government financed mechanisms responds to WatSan priorities of the population in the 4 districts and sustainable operation and maintenance of WatSan facilities is ensured by authorities, the private sector and communities.

Hintergrund

Despite important efforts made by the government and development partners, significant challenges remain to ensure universal and sustainable access to water supply and sanitation services. More than half of the rural population in Mozambique does not have access to safe water, corresponding to more than 300’000 persons without access to clean water in the four target districts of the programme intervention in Cabo Delgado and Nampula Provinces. Only 12.4% of the rural population use improved latrines and only 9% of the households have a specific space for washing hands using water and soap or ashes. National Policies and the legal framework (e.g. Decentralization Policy and Strategy approved in 2012) transferred more competences and resources for water and sanitation to district governments. Districts now also manage their own human and budget resources and are thus key players in the promotion of local development and service delivery. However, the lack of human and financial resources with the capacities required for leading the local investment planning, implementing and monitoring process remains an important challenge. In the same line, Civil society is still relatively young and lack experience in claiming rights and accountability or in influencing government priorities. The provision of quality public WatSan services that respond to community priorities remains therefore a considerable challenge.

Ziele

Improving the living conditions of the rural populations in four districts (581’000 persons) in the provinces of Cabo Delgado and Nampula in a sustainable manner, through the continuous participation of men and women in the local governance system and the provision of responsive and sustainable quality water and sanitation services.

Zielgruppen

Primary beneficiaries.

  • The rural population of the 4 target districts (581’000 persons)

Secondary beneficiaries:

  • District services in the four target districts (Chiure, Mecufi, Mecuburi, Nacarôa)  will acquire capacities and tools to improve service delivery in the WatSan;
  • District-based artisans, men and women, who will be trained to develop their business to include profitable services of water pump repairs and building of various types of improved latrines;
  • Provincial departments dealing with planning and financing, public works, health and social action.

Outcome 1: Local Governance:

Demand: Functioning consultative councils ensure inclusive sustainable participatory planning and oversight processes

Supply: Gender equitable community priorities in WatSan sector are reflected in local development plans/budgets and implemented by responsive local governments in 4 districts;

Outcome 2: Water and Sanitation:

district services, gender-balanced community-based committees and local artisans jointly secure sustainable use of water and of sanitation and hygiene facilities by rural families in 4 districts;

Outcome 3: Policy and Advocacy:

systems, processes and tools used to support (a) citizen’s participation in the planning and monitoring of public resources and (b) sustainable community use of water and sanitation, are documented, disseminated and used to secure sustainability at the district level and to influence policies and projects at the provincial and national level.

Outcome 1: Local Governance

Output 1.1: Mechanisms supporting active participation of communities during elaboration of district development plans are effective and are integrated into regular district processes.

Output 1.2: Mechanisms supporting district accountability through the monitoring of district development plans are effective and are integrated into regular district processes;

Outcome 2: Water and Sanitation:

Outputs 2.1: District-based systems designed to secure the sustainable operation and maintenance of water points are set up and regularly operated and monitored by district stakeholders.

Output 2.2: District-based systems designed to expand family-based sanitation are set up and regularly operated by district stakeholders.

Outcome 3: Policy and Advocacy:

Output 3.1: Successful models for improving district processes and tools are documented along formats designed to match the needs and abilities of different target stakeholders in the WatSan sector.

Output 3.2: Policy briefs and other documented models are disseminated to key stakeholders and support policy dialogue at local and national level


Resultate von früheren Phasen:  

 

Local Governance:

  • Demand: 62% of the 112 Community Development Committees can sustain without further project support and feed their community plans into regular participatory government planning processes -> Consultative councils
  • Supply: District Services improved their capacities with regard to tendering, contracting accounting and reporting on WatSan infrastructure projects.

Water and Sanitation

  • Demand/Supply: 191 new WatSan Committees created of which 80% manage successfully their water points.
  • Supply: 134 water points and 133’268 latrines constructed or rehabilitated resulting in access to water for more than 97’000 persons and 41 communities free of open defecation.

Policy and Advocacy

  • 23 events on knowledge sharing at community, district, provincial and national level on issues related to governance and water and sanitation.
  • More than 500’000 persons where informed through radio on district planning, governance and water and sanitation.

Gender

  • 30% of women with a leadership position in Community development Councils and Consultative Councils.
