Die politischen Umwälzungen 2011 haben in Nordafrika einen langwierigen und ungewissen Übergangsprozess in Gang gesetzt. Die Schweiz will mit ihrem Engagement zu mehr Inklusion, Wohlstand und Frieden in der Region beitragen. Gemäss der Schweizer Strategie zur internationalen Zusammenarbeit 2021–2024 bilden Tunesien und Ägypten die beiden Schwerpunktländer der DEZA in der Region.

Nordafrika umfasst mehrere Länder mit sehr unterschiedlichem Profil, die wegen ihrer weltpolitischen Bedeutung und wegen ihrer Nähe zu Europa wichtige Partner der Schweiz sind. Alle Länder kämpfen mit denselben Herausforderungen und fragilen Situationen: hohe Arbeitslosigkeit, vor allem bei Jugendlichen und bei Frauen, Korruption, geschlechtsspezifische Diskriminierung, regionale Disparitäten sowie politische, wirtschaftliche und soziale Exklusion. Dazu kommen eine fragile Sicherheitslage, eine stagnierende Wirtschaft und grosse Herausforderungen im Migrationsbereich.

Engagement der Schweiz
Die Schweiz konzentriert ihr Engagement auf drei thematische Schwerpunkte: Gouvernanz und Menschenrechte, nachhaltige und inklusive Wirtschaftsentwicklung sowie Migration und Schutz. In Ägypten und Tunesien ist die Schweiz in allen drei Bereichen tätig. In Libyen und Algerien leistet sie humanitäre Hilfe. In Libyen setzt sie sich zudem für die Friedensförderung ein.
Gouvernanz und Menschenrechte
Die Schweiz verstärkt ihr Engagement für eine partizipative, effiziente, transparente und agile Gouvernanz, für mehr Rechtsstaatlichkeit sowie zur Förderung und Achtung der Menschenrechte, einschliesslich der Rechte von Frauen und Migrantinnen und Migranten. In Tunesien fördert das neue Programm die Konsolidierung der Demokratisierungsprozesse, insbesondere im Hinblick auf die Dezentralisierung. In Ägypten setzt sich die Schweiz für eine gute Regierungsführung ein und unterstützt die Zivilgesellschaft sowie Medien und Hochschulen.
Armutsreduktion durch Konfliktprävention und Stärkung der Widerstandskraft
Nachhaltige und inklusive Wirtschaftsentwicklung
Die Schweiz konzentriert ihr Engagement auf strukturelle Wirtschaftsreformen und die Verbesserung der wirtschaftlichen Chancen für junge Menschen, Frauen und Männer. Dabei fördert sie insbesondere zuverlässige wirtschaftspolitische Rahmenbedingungen, innovative privatwirtschaftliche Initiativen, den Zugang zu Märkten und Vermögenswerten und die Schaffung von menschenwürdigen Verdienstmöglichkeiten für Frauen und Männer. Die Schweiz engagiert sich in sektorspezifischen Projekten für die Verbesserung der Basisinfrastruktur und der Stadtplanung, für die Entwicklung eines Privatsektors mit angemessenen Verdienstmöglichkeiten sowie für eine bessere Verwaltung der öffentlichen Finanzen und transparentere öffentliche Institutionen (Komplementaritäten zwischen DEZA und SECO).
Migration und Schutz
Nordafrika ist traditionellerweise geprägt von zahlreichen Migrationsbewegungen: innerhalb der Länder, der Region und als Ausgangspunkt nach Europa für Menschen, die aus ökonomischen Gründen und wegen Konflikten ihr Heimatland verlassen. Viele werden dabei Opfer von Gewalt und Ausbeutung. Die Schweiz trägt zur Schaffung der notwendigen Rahmenbedingungen in den Bereichen Schutz, Einhaltung des humanitären Völkerrechts, soziale Inklusion von Migrantinnen und Migranten, Beteiligung der Diaspora an der nachhaltigen Entwicklung, sichere Arbeitsmigration und Prävention von irregulärer Migration bei.
Auf regionaler Ebene liegt der Schwerpunkt auf dem Schutz, der Grundbildung und der Integration von Kindern und Jugendlichen, die auf zwei innerafrikanischen Migrationsrouten und im Migrationskorridor zwischen Nordafrika, dem Nahen und Mittleren Osten und Südasien unterwegs sind. Auf politischer Ebene strebt die Schweiz eine verstärkte Zusammenarbeit mit den nordafrikanischen Staaten in Migrationsfragen an.

Micro, Small, and Medium Entreprise Technical Assistance Facility, Phase 2

The Facility provides technical assistance to the Middle East and Northern Africa (MENA) region to improve access to finance for MSMEs and encourage private sector led growth. It is jointly implemented by the World Bank and the International Finance Corporation. Building on results achieved during the first phase of the Facility (2012-2018), this second phase will strengthen the legal and regulatory environment, develop financial market infrastructure and provide technical assistance to financial institutions.The SECO contribution will focus on activities in Egypt and in Tunisia.

Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.

RESPECT - Redevabilité, sécurité et prévention de l’extrémisme violent pour les citoyennes et citoyens tunisiens

L’intervention vise à renforcer la capacité de la Commission Nationale de la Lutte contre le Terrorisme (CNLCT) dans la prévention de l’extrémisme violent (PEV) en améliorant la coordination entre les acteurs clés des secteurs de la sécurité et de la justice. L’approche choisie est holistique combinant des activités qui ont pour objectifs de renforcer la cohésion sociale en ciblant les groupes à risque. Un autre aspect de l’intervention consiste à soutenir la réforme du secteur de la sécurité afin que celui-ci soit conforme avec les standards internationaux régissant les droits humains.
Organisation Mondiale contre la Torture (OMCT)

L’intervention a pour objectifs de renforcer la responsabilisation des acteurs publics pour les violations des droits humains et de contribuer à la réforme de l’environnement institutionnel pour prévenir la torture et réduire l’impunité en Tunisie. Elle offre une assistance directe aux victimes et promeut une meilleure conduite professionnelle des forces sécuritaires et carcérales. L’OMCT travaille aussi en lien étroit avec la société civile pour mener des plaidoyers communs contre la torture et l’impunité des responsables.

L’intervention contribue au renforcement de la bonne gouvernance des autorités électorales et à leur résilience pendant les périodes de crise. La Suisse se distingue depuis 2013 par l'impulsion des modèles innovants de formation à dominance pratique, assurant un taux d‘insertion professionnelle à hauteur de 70%. L’intervention marque la volonté de la Suisse à poursuivre son effort en faveur de la modernisation de la FP en Tunisie, par une implication accrue du secteur privé et par le positionnement de la formation professionnelle post-diplôme comme un élément attractif du système de formation institutionnalisé qui vient cibler une plus large palette de bénéficiaires.
COVID19-Prévention et réponse face à l’impact environnemental et épidémiologique

Ce projet soutient les efforts de la Tunisie en réponse à la crise COVID19 et renforce ses capacités de gestion des risques avec une approche plus intégrée et décentralisée. Le partenaire de mise en œuvre est le PNUD, en collaboration avec les Ministères de la santé et des Affaires locales.

La décentralisation est un processus clé de la démocratisation de la Tunisie inscrit dans la nouvelle constitution de 2014. Après la communalisation, l’Etat Tunisien engage la réforme de la régionalisation, avec l’objectif d’une mise en place des nouveaux conseils régionaux en 2023. Pour lever ce défi la Suisse appuie l’Etat Tunisien pour poursuivre cette réforme avec une approche holistique et participative, à travers une contribution au fonds fiduciaire TERI géré par la Banque Mondiale.

L'intervention améliore les conditions de vie des citoyennes et citoyens tunisiens, notamment des jeunes et des femmes, ainsi que qualité des services publics fournis par le biais d'une participation accrue dans la prise des décisions communales et la création d’un cadre favorable et durable de gouvernance démocratique locale. La valeur ajoutée Suisse réside dans les méthodes et les forums communautaires avec pouvoir de décision sur des projets. Le projet cible la région marginalisée des Hautes Steppes.
