COVID-19 - Prevention and Recovery in the Mekong Region

Vulnerable groups in Laos and Cambodia suffered disproportionally from the Covid-19 socio-economic crisis affecting their income, as well as access to public services and employment. Swiss support will combine institutional strengthening of local actors and provision of public services, skills development, access to credit and support to returning migrants. The long-term experience of Switzerland and trusted relationships with governments add value to the intervention

SDP - Skills Development Programme

Skills Development remains high on Cambodia’s national agenda. Switzerland will scale up its support to youth in rural poor areas to access skill development, equipping them with relevant skills to access employment and improve their incomes. Swiss expertise will also contribute to improve the Technical and Vocational Education and Training system to be more inclusive and strengthen its implementation in collaboration with the private sector to respond to labour market needs.

WFP/UNHAS common services for Southeast Asia during COVID-19

Contribution by two funding entities (Humanitarian Aid and South Cooperation) to support WFP/UNHAS in Southeast Asia in the framework of the COVID-19 Global Humanitarian Response Plan in terms of passenger services, light cargo and MEDEVAC. With passenger planes and air ambulances (air base: Subang/Kuala Lumpur) the freedom of movement of humanitarian and development workers as well as other supporters to the Global Humanitarian Response Plan who got into “land-locked” situations where no commercial capacity is available or possible to use is enhanced by WFP/UNHAS’ air or sea transport services.

Decent Employment for Youth in Cambodia

Switzerland together with UN will strengthen Cambodia’s Technical and Vocational Education System to address key challenges for its large young population entering the labour market every year. The project supports young women and men to acquire relevant skills and information to respond to current and future labour market needs and to obtain decent and productive employment. It also contributes to more inclusive policies and improved coordination with the private sector.

Mine Clearance

In the past 30 years, Cambodia has cleared over 1,900 km2 of minefields, benefiting approx. 5.6 million people. However, an area of approx.860 km2 is still heavily contaminated. Cambodia aims to be a mine-free country by 2025. The main goal of the Swiss contribution is the clearance of 12.2 km2 of mined areas spread in a long strip of land in northwestern Cambodia that will provide safe access to land and livelihood development directly to 25,000 rural households.

The objective is to improve the performance of public service providers (primary schools, health centers and communes) with improved transparency, strengthened citizen engagement and government’s responsive actions
ASEAN Swiss TVET Initiative: Phase 1

The Association of Southeast Asian Nations (ASEAN) and Switzerland will support Cambodia and Laos in strengthening their Technical and Vocational Training Systems with focus on workplace based learning in companies. Myanmar will be included only if the political situation evolves positively and after Swiss political decision. Based on Swiss expertise, unemployed youth and low-skilled workers will acquire labour market relevant skills and improve their employability. The ASEAN-Swiss TVET Initiative will strengthen coordination and exchange on workplace based learning in the region.

Fondation Kantha Bopha – Dr med. Beat Richner

25 years of Dr Richner’s tireless efforts resulted in millions of children receiving free quality medical care at Kantha Bopha Hospitals. Despite his retirement early 2017, the five hospitals are operating smoothly with the management model he set up and the commitment of the Royal Government of Cambodia to maintain it. SDC’s financial support remains crucial until a sustainable Cambodian financing is found.

Regional Economic Development Program, Cambodia

The Regional Economic Development (RED IV) program, co-financed by Switzerland and Germany, will be implemented in three north-western provinces of Cambodia. It aims at strengthening the capacity of sub-national and local governments to tackle economic development measures and supporting rural poor, in particular women, to increase their income and actively participate in local economic development, thereby reducing poverty of the rural population.

Extreme weather events increasingly affect small-scale producers in Asia. Satellites and other information technologies present tremendous potential for improved country-wide monitoring of crop growth and insurance solutions for extreme weather events. With RIICE, SDC supports the integration of expertise from Swiss private actors and international public research centres toward modernizing public agricultural services and crop insurance programmes, offering performant solutions to Governments and producers to cope with production shortfalls.

Mekong Region Land Governance (MRLG) Phase 2

Land governance remains at the centre of development challenges in Cambodia, Laos, Myanmar and Vietnam (CLMV), and land expropriation is a key driver of new poverty and food insecurity. The governments in the region have begun to turn their attention to legal and policy issues on land governance. This creates an opportunity for MRLG and the Reform Actors it brings together, to contribute to improvements in policies and practices regarding land tenure security for family farmers.
