The PCF’s overall goal is for all children and youth to have access to quality education. Its work in promoting access to quality education is framed within internationally recognized standards, such as education for sustainable development (ESD), intercultural education (ICE) including multi-lingual education and participation of children, as well as gender. PCF engages with teachers, parents, communities, school management and responsible authorities of the education system in view of improving the quality of learning.

Many children are denied their right to education, in spite of a legally binding international instrument, the International Convention on the Rights of the Child (CRC). Significant overall progress has been made to enroll children in school. However, 250 million children around the world fail to reach Grade 4 or reach it without learning to read or write. Large disparities remain in primary school enrolment, along with low learning levels and high dropout rates in secondary education.
The poorest and most disadvantaged children bear the heaviest burden. Recent increased migratory movements expose children to the issue of racial discrimination, xenophobia and related intolerance in their new school environment or leave them without the possibility to pursue school following their displacement.
Vulnerable children and youth have access to good quality education.
Children and youth learning achievement and multilingual skills are improved.
Parents, communities’ teachers & youth workers respect children’s right to education.
Quality of teaching is improved.
Relevance of teaching and learning curricula is improved.
Capacity building strategy for local partners:
For 2017-2020, PCF intends to strengthen its partnership approach and build up capacities and skills of staff of operational partners, including of trainers and teachers and of other stakeholders, such as duty-bearers (staff of Ministry of Education, teachers) to respond to countries’ most important educational needs.
By 2020, PCF shares good practice and current approaches in the design and implementation of a partnership strategy in view of enhancing effectiveness of partnership in the area of international cooperation.
Resultate von früheren Phasen:
In 2015, PCF reached with 34 education projects in eleven countries 117’165 children and youth.
In South East Europe, 22’574 children in vulnerable situation (focus on Roma and children with special needs) were supported to improve academic achievements and attendance rate. Around 4’500 parents, teachers, school staff and government representatives were supported to develop intercultural competencies and knowledge on child rights.
The PCF programme in South East Asia reached 20‘194 children and youths and 17’324 teachers, parents and community members. Thereof, 3011 children (1460 girls) in emergency situations were supported to take up schooling after natural disasters and civil war. In Laos, 2’300 children (1’180 girls) enjoy learning Indigenous/local Knowledge (IK) from IK community experts. A big achievement is that the Indigenous (IK) development process is being integrated into the national teacher training curricula.
In 2015, PCF reached with its intercultural education projects in the Children’s Village 3’266 children, youth and adults supervisors who apply their gained knowledge in their communities and PCF’s local partner organizations.
During the common learning process “Outcome Monitoirng”, PCF has elaborated a corporate results framwork and the impact hypothesis, which is underlying PCF’s Program 2017 - 2020.
Thanks to regular consultations with SDC Quality Assurance network, PCF improved its methodological capacities to elaborate country results frameworks and the corresponding monitoring system.
