Katastrophenvorsorge, Nothilfe und Wiederaufbau gehören zu den drei Einsatzfeldern der Humanitären Hilfe der DEZA. Sie umfassen Aktivitäten vor, während und nach Krisen, bewaffneten Konflikten und Katastrophen.

Die Prävention umfasst alle Massnahmen, die zum Schutz von Bevölkerung und Infrastruktur  getroffen werden. Gefahrenprävention und Reduktion der Verletzbarkeit ist Teil der nachhaltigen Entwicklung und in allen Projekten und Programmen der DEZA gefördert. Die Aufgabe der Nothilfe ist es, während einer Krise Leben zu retten und Leiden zu lindern. Zwei Drittel der Mittel der Humanitären Hilfe der DEZA ist für die Nothilfe bestimmt. Auf die Nothilfe und die Stabilisierung der Lage folgen die Wiederaufbau- und Rehabilitationsarbeiten. Bei länger anhaltenden Konflikten können diese Instrumente gleichzeitig zum Einsatz kommen. 

Der Schutz der Bevölkerung gehört neben der Minderung des Katastrophenrisikos, Wasser und Siedlungshygiene sowie sexueller und geschlechtsspezifischer Gewalt zu den vier thematischen Schwerpunkten der Humanitären Hilfe der DEZA.

Katastrophenvorsorge

Arme und reiche Länder sind gleichermassen von Naturkatastrophen betroffen, die Auswirkungen sind aber je nach Entwicklungsstand verschieden.

Wiederaufbau und Rehabilitation

Bei Wiederaufbau und Rehabilitation geht es generell um die Wiederherstellung der Lebensverhältnisse der betroffenen Bevölkerung.

Katastrophen- und Nothilfe

Die Nothilfe des Bundes ist mit ihren Experten des Schweizerischen Korps für humanitäre Hilfe (SKH) bei Krisen, Konflikten und Katastrophen weltweit tätig.

Schutz der Bevölkerung

Bewaffnete Konflikte und Naturkatastrophen setzen Überlebende Risiken von körperlicher oder psychischer Gewalt aus.

SDC Education Fund

As part of its increased commitment for Education and of the implementation of SDC’s Education Strategy, the SDC launches an Education Fund in order to incentivize innovation and the application of new approaches in basic education/vocational skills development and through educational activities across sectors. Innovation can have a catalytic effect on the effectiveness of programmes in and through education. Education is a core enabler for sustainable development and is an important lever in Switzerland’s commitment to promote human and economic development, peace and stability. 


Soutien aux activités d’INSO au Sahel

Switzerland will support the activities of INSO in the Sahel Region for the coming 4 years. By doing so, Switzerland caters to the safety and security of its implementing agencies, international and African alike, in Mali, Burkina Faso, Niger and Chad. This will allow SDC to fulfill its mandate of operating in fragile contexts, keeping-up with the principles of “staying engaged” and respecting humanitarian principles. Benefitting organisations will be able to increase their conflict-sensitivity both while in the field and when devising new programmes.


Ethiopia, IOM - Durable Solutions

Ethiopia has about 2.1 million internally displaced people (IDPs) mainly due to conflict, drought and flood. Addressing the needs of IDPs has been limited to meeting their short-term humanitarian needs. Given the prolonged economic, social, and gender impacts of displacement on individuals, there is a critical need for longer-term solutions. Switzerland will contribute through IOM to address the long-term needs of the displaced and host communities in their search for self-sufficiency.


Retain Access in Afghanistan (RAA)

The security situation in Afghanistan remains a major concern for humanitarian and development actors. They depend on reliable security reports and advisory services, on independent analyses of political events and trends, and on physical access to remote and conflict-affected areas. With this project, strengthening the humanitarian-development nexus, the SDC enables interventions that are essential for poor populations and people in need of humanitarian assistance and development aid.  


Regional Development and Protection Program (RDPP)

The conflict in Syria has forced hundreds of thousands of Syrians to seek refuge in neighboring countries, confronting the concerned governments, host communities, and the refugees themselves with tremendous challenges. Switzerland, first by the Secretariat for Migration and now by SDC, supports Lebanon, Jordan and Iraq to address these challenges and mitigate the impact of forced displacement on host communities through a combination of protection with livelihood approaches. SDC is well positioned to further the labor market integration of refugees and other vulnerable migrants due to its long-standing experience on labor migration issues in the region.


Enhancing security coordination and local contextual understanding to increase humanitarian access

This project aims at enhancing security coordination and local contextual understanding to increase humanitarian access to insecure locations both inside and outside of Protection of Civilian (PoC) sites. Through enhanced understanding of the context, operational threats can be better mitigated by NGOs, facilitating scale-up of programme and service delivery to the affected population in South Sudan’s Upper Nile and Unity States.


CCCM: Comprehensive Mine Action in Algeciras

SDC will continue supporting the clearance of antipersonnel mines explosive/unexploded ordnances/ improvised explosive devices in the municipality of Algeciras (Huila), as part of the implementation of the peace accord with the FARC-EP. This project aims to protect highly affected communities by the armed conflict and create conditions for socioeconomic and territorial development in a zone where the FARC-EP had a historic presence. This contribution will address a key issue for a sustainable peace in Colombia. It will also strengthen Campaña Colombiana Contra Minas (CCCM), which is the first Colombian association accredited for humanitarian demining.


CDNH: Conflict prevention Rakhine

After the events in Rakhine in August 2017, violence and communal tensions are still prevailing and mistrust has increased among and between communities, state and village officials and security authorities. The need to gather the stakeholders around conflict prevention, livelihood skills enhancement, conflict analysis and gender and civic education is repeatedly expressed by all. This project helps to improve the relationship between the main key actors in and around Rakhine to lower the potential of further tensions, abuses and install trust-building mechanisms.


Improving the Respect of Humanitarian Norms by Armed Actors in Yemen

The project aims to contribute to the protection of Yemeni civilian population from the effects of armed conflict. The awareness of Yemeni armed non-state actors’ (ANSA) on humanitarian norms, notably on landmines and explosive remnants of war, and children and armed conflict is raised which positively influences standards, policies and practices of armed groups.


Reducing the Prevalence and Impact of Violence in Western Equatoria

Nonviolent Peaceforce’s (NP) intervention in Mundri County, Western Equatoria State is aimed at reducing the prevalence and impact of violence. Key activities will include conducting patrols in risky areas, protective accompaniments, advocacy, conducting trainings workshops, awareness raising activities etc. Through this intervention, Switzerland contributes to creating sustainable grassroots-led peaceful solutions to conflict, promotion of Human Rights, SGBV prevention and response among conflict affected communities.


Amélioration de la sécurité alimentaire et nutritionnelle dans la région Boucle du Mouhoun

Le Burkina Faso fait face à des crises de sécurité alimentaire et de malnutrition récurrentes pour des raisons structurelles et conjoncturelles. Ce projet vise à renforcer la sécurité alimentaire et nutritionnelle (SAN) des personnes vulnérables dans la région Boucle du Mouhoun à travers une approche intégrée et innovatrice. Cet approche combine des interventions en sécurité alimentaire et moyens d’existence, en santé primaire et nutrition communautaire. Le projet s’inscrit dans la nouvelle vision du « programme lait » de la Confédération.


Migrant Rights and Decent Work (MiriDew)

Remittances sent home by over 3 million Nepali migrant workers have significantly reduced poverty. Nevertheless, the rights of migrants are regularly violated. The proposed project will enhance the Government of Nepal’s understanding of overseas labour market conditions and strengthen mechanisms to better protect the rights of Nepali workers at home and abroad through better consular support and a strong presence in the international policy dialogue.
