Der Kampf gegen Unter- und Mangelernährung hat Priorität für die DEZA. Mit der Nahrungsmittelhilfe setzt die DEZA humanitäre Mittel ein, um Leben zu retten und Leiden zu lindern.
Nahrungsmittelhilfe – Risikominderung und Krisenvorsorge
Fokus der DEZA
Die Schweiz leistet als Vertragspartner der Ernährungshilfe-Übereinkommen Nahrungsmittelhilfe und einen Beitrag zur Verbesserung der weltweiten Ernährungssicherheit. Dabei stützt sich die Humanitäre Hilfe der DEZA vor allem auf die Zusammenarbeit mit dem UNO Welternährungsprogramm (WFP) und NGOs. Die Schweizer Beiträge 2018 an das WFP betrugen über CHF 75 Millionen und kommen rund 27 Ländern zugute. Über 50 Prozent der Gelder flossen in Hungerkrisen in Afrika. Die restlichen Mittel wurden in Ländern des Nahen und Mittleren Ostens, in Asien sowie in Haiti und Kolumbien eingesetzt.
Die Nahrungsmittelhilfe des Bundes mit Schweizer Milchprodukten wurde während den letzten Jahren in eine neue, flexiblere Modalität überführt. Ziel dieser Änderung ist, möglichst viele Menschen in Not zu erreichen. 2017 hat die DEZA in 16 Ländern Programme von 20 NGOs und drei Schweizer Vertretungen mit einer Milchpulverlieferung von CHF 7 Millionen aus der Schweiz unterstützt. Weitere CHF 13 Millionen gingen an das WFP. Ab 2018 werden die gesamten Mittel dem WFP zur Verfügung gestellt. In Algerien und Nordkorea, Länder in denen Milchpulver die beste Interventionsmodalität darstellt, kaufte WFP die Produkte in der Schweiz auf dem für den Export definierten Preisniveau.
Hintergrund
Mehr als 820 Millionen Menschen sind weltweit unterernährt. Die Verschlechterung der globalen Ernährungssituation ist vor allem auf anhaltende Konflikte zurückzuführen, welche oft durch Klimaschocks wie Dürren und Überschwemmungen verschärft werden. Konfliktgebiete in Subsahara-Afrika wie Somalia, Südsudan, der Demokratischen Republik Kongo, Jemen, Nordost-Nigeria und der Nahe und Mittlere Osten sind am meisten davon betroffen. Menschen in diesen Ländern benötigten dringend humanitäre Hilfe und sind auf Nahrungsmittelunterstützung angewiesen.
Das WFP arbeitet hauptsächlich mit Bargeldzahlungen. Diese fördern die Vermarktung von lokal produzierten Nahrungsmitteln. Gleichzeitig wird dabei die Entscheidungsfreiheit der Empfänger gewährt.
Die internationale Gemeinschaft versucht immer mehr, die von Hunger bedrohten Menschen mit gezielten Massnahmen auf allfällige Krisen vorzubereiten.

Hurricane Ian has caused significant losses in the agricultural and fishing sector limiting the availability and access to food and affecting the livelihoods of the population in the provinces Pinar del Río, Artemisa, Mayabeque and Isla de la Juventud. With its contribution to the World Food Programme through the United Nations Plan of Action, SDC helps providing food assistance and restore food production and livelihoods to meet the needs of 798’000 severely affected people in those provinces.

Avec sa contribution au programme Chemen lavi Miyò (CLM), la Suisse répond aux besoins humanitaires et de relèvement en appuyant 200 ménages dans le Sud-Est pour les faire sortir de l’ultra-pauvreté. L’approche capitalise sur l’expérience de la Suisse et ses partenaires en Haïti et vise à réduire les inégalités, l’insécurité alimentaire et la vulnérabilité aux catastrophes naturelles.

Due to the protracted armed conflict, many indigenous communities in the department of Cauca remain in a situation of vulnerability and food security crisis. The situation has worsened by internal challenges to consolidate peace, as well as by the impact of climate change, the effects of the COVID-19 pandemic and, more recently, the effects of the Ukraine crisis. In this scenario, SDC will support WFP with additional resources to complement its early recovery actions in favor of vulnerable communities, under the principle of saving lives, fostering recovery processes and strengthening their livelihoods, thus improving the food security of communities.
