UNHCR, Protection Secondment

As the lead agency for the Protection Sector, UNHCR facilitates the coordination of the humanitarian response with primary attention to the situations in Rakhine and Kachin/northern Shan. Initiatives include protection mainstreaming, support to community-based protection groups, psycho-social support for women, and the development of referral pathways and protection assessment tools.

Currently UNHCR Myanmar deploys Coordinators for the Protection as well as Shelter / Non-food items (NFI) / Camp Coordination & Camp Management (CCCM) Clusters who lead the coordination activities at the national level. The proposed position of the SDC/SHA Secondment (Field Officer Coordination) will assist the two coordinators with their respective day-to-day work.

Hintergrund

Following the first freely contested elections in a quarter of a century and the signing in October 2015 of a nationwide ceasefire agreement with eight ethnic armed groups, Myanmar is continuing to undergo major transitions. Meanwhile, the humanitarian situation in Myanmar is characterized by a combination of vulnerability to natural disasters, armed conflicts, inter-communal tensions, statelessness, trafficking and migration. Over 240,000 people remain displaced in the country

Ziele

Foster the Centrality of Protection in the ongoing humanitarian response and transition to early recovery and development response, and improve living conditions of Internally Displaced People (IDPs)

Mittelfristige Wirkungen
  1. Protection: Protection services are improved, expanded and more accessible.
  2. Protection: Protective environment is improved by mitigating threats to mental wellbeing, physical and legal safety.
  3. CCCM: Support management and service provision of camps to improve the quality of life for the displaced.
  4. Shelter: IDPs receive protection from the elements to support their dignity, security and privacy through the provision of NFIs, temporary shelter or preferably individual housing solutions.

Shelter/NFI/CCCM:

  • Well managed humanitarian assistance responding to needs and respecting international standards is provided (including high levels of information sharing, data collection and analysis across camp management agencies/sectors);
  • Participatory and community-based development approaches are fostered
  • When return or relocation is possible, IDPs are well prepared to rebuild their lives permanently
  • Blanket distribution of NFIs in key areas assured


Resultate von früheren Phasen:  

Since 2011 SDC regularly seconded protection experts to UNHCR, WFP and UNICEF in South East, Kachin and Northern Shan and at central level in Yangon. SDC secondments have generally been highly appreciated by partners for the high quality of their work. The current secondment position in Yangon is new both at UNHCR level as well as for SDC.
