Pamir Private Power Project II

01.03.2011 - 31.12.2017

In July 2011 the Swiss State Secretariat for Economic Affairs SECO approved the financing of a Phase II project comprising a more targeted lifeline subsidy scheme benefitting the poor (2012 - 2014) and the early completion of the ongoing metering programme (pre-requisite for the efficient and equitable operation of such a subsidy scheme). The implementation of the project will be entrusted to PamirEnergy (PE) and the International Development Association IDA (subsidy scheme mechanism). The implementation of both project components will be monitored and supervised by two SECO-financed Swiss consultants. The SECO grant supports the further consolidation of PamirEnergy as an electricity company, the reform of the tariff and subsidy system and helps to secure the sustainability of past donor investments, including the initial SECO subsidy contribution. Pamir Private Power Project I (USD 31.4 million), was developed by the International Finance Corporation IFC, IDA and the Aga Khan Fund for Economic Development (AKFED) with financial support of SECO (USD 5 million for tariff subsidies) in 2003. It covers the completion and rehabilitation of various hydropower plants, the rehabilitation of the transmission system and the management of the power utility of the Gorno-Badakshan Autonomous Oblast. The activities of the project are covered under a 25-year concession contract between the Government of Tajikistan (GoT) and the newly established private company PamirEnergy (PE). This company is owned by AKFED (70%) and IFC (30%), who finance the major portion of the project. The Concession Agreement was put into force on 1 December 2002 and PE has operated the power utility ever since.
