Core Contribution for LNOB Alliance 2027-2028

CBM and FAIRMED, both focus on health and disability inclusive development. They join forces in the LNOB Alliance, building on Leaving No One Behind as the central and transformative promise. The LNOB Alliance contributes to Switzerland’s international cooperation strategy 25-28 and in particular the human development objective. The alliance supports the agency of the most marginalised communities, including persons with disabilities, to exercise their rights.

Background In recent years, the international environment has undergone rapid normative and geopolitical shifts, whilef unding for international cooperation (IC) has increasingly been deprioritised. At the same time, IC is confronted with a growing number of overlapping crises, including wars in Ukraine and Sudan, protracted conflicts in the Middle East, the Sahel. the DRC, Myanmar and Afghanistan, as well as rising food insecurity and the accelerating impacts of climate change. These crises disproportionately affect the most vulnerable and result in increasing humanitarian needs. Particular challenges include shrinking civic space, restricted humanitarian access, erosion of the rule of law, forced displacement and persistent gender inequalities. As a result of these changes and challenges, Swiss NGOs receiving core contributions organisations must continuously adapt while diversifying their funding sources and demonstrating their added value for Swiss IC Globally, one in seven persons suffers from some kind of disability and almost 150 million children live with a disability. The cycle of poverty and disability persists. Although everyone is affected by the current crises, marginalized groups such as persons with disabilities are impacted to a greater extent.
Objectives The LNOB programme works towards the following goal: empowered marginalised and at-risk communities benefit from equitable prosperity and health opportunities, are able to address social determinants of health, reduce inequality and achieve inclusion. Poverty, vulnerability, disability, marginalisation, and stigmatisation exclude individuals and communities from participating in their own development and deprive them from their rights. The Alliance aims at changing these factors
Results of the organisation's previous engagement

The Alliance has reached over 12 million persons, provided access to the health system for 3 million, reached 8 million Neglected Tropical Diseases (NTDs) affected persons, provided social protection for 350 000 and influenced 600 legal texts promoting inclusivity.

The LNOB Alliance has been able to achieve significant results in the empowerment of poor, vulnerable and marginalised communities to exercise rights and cover their basic needs as inclusive, resilient and equitable communities, and by that has contributed significantly to the SDG.

Outcome 1 : The Alliance has supported, through their local partners, over 90’000 persons to access services such as education and income generation. In addition, social protection schemes for almost 280’000 supported the outcome of fostering resilient communities.

Outcome 2: Through their local partners, 8.5 million persons were reached for treatment against Neglected Tropical Diseases (e.g. leprosy) out of which 2.5 million were persons from marginalised communities. At the same time, to support sustainable health systems, over 50’000 health staff was trained by the Alliance’s programme.

Outcome 3: in order to increase communities’ capacity for advocacy, over 90'000 persons were trained. As a result, and with the support of the Alliance’s programme, 600 legal texts were influenced and finally changed considering inclusiveness and non-discrimination.

Results of Switzerland's engagement in previous phase

On strengthening local civil society and national ownership, The LNOB Alliance strengthened partnerships and developed its locally-led cooperation approach: it worked specifically in fragile contexts and strengthened local partners through capacity building, empowered their agency and ensured their independence to define their own strategy. The Alliance LNOB focussed on the engagement with (local) organisations of persons with disabilities and has drawn conclusions from a survey on these collaborations. Country programmes include capacity building efforts and the build-up of own resources in disability inclusive development, supported by the global bridge training programme with the International Disability Alliance.

Gender and gender balance within programming remained a main transversal topic. Partners are further strengthened in different ways. And inclusion is fostered, using the Alliance LNOB tools.
