Core Contribution to Kooperationsgemeinschaft (KoGe) 2027-2028

KoGe is an umbrella organisation whose mandate is aligned with the SDG 16+ framework (peaceful, just and inclusive societies). Its eight faith-based member organisations of protestant background are deeply anchored in Swiss society. Through the work of the KoGe and its member organisations, Switzerland promotes peaceful, just and inclusive societies within the framework of International Cooperation.

Background In recent years, the international environment has undergone rapid normative and geopolitical shifts, while funding for international cooperation (IC) has increasingly been deprioritised. At the same time, IC is confronted with a growing number of overlapping crises, including wars in Ukraine and Sudan, protracted conflicts in the Middle East, the Sahel, the DRC, Myanmar and Afghanistan, as well as rising food insecurity and the accelerating impacts of climate change. These crises disproportionately affect the most vulnerable and result in increasing humanitarian needs. Particular challenges include shrinking civic space, restricted humanitarian access, erosion of the rule of law, forced displacement and persistent gender inequalities. As a result of these changes and challenges, Swiss NGOs receiving core contributions organisations must continuously adapt while diversifying their funding sources and demonstrating their added value for Swiss IC. KoGe’s focus group, comprised of marginalized and vulnerable people, remains particularly affected by these crises. Conflict and political tensions often contribute to additional insecurities, such as food crises, sexual and genderbased violence, and government repression, which affect marginalized groups disproportionately. The same applies to environmental disasters, which disproportionately affect people living in poverty, in fragile housing, or in remote areas. The pandemie and related economic downturn–reinforced by wars and other crises, such as climate change–exacerbated existing inequalities and discrimination, including those related to gender equality. These crises also increased mental health problems. The current aid budget cuts are expected to drastically worsen access to healthcare, food, and education, and will likely reinforce patterns of discrimination and inequality.

Results of the organisation's previous engagement

Results met or exceeded expectations. KoGe’s SDG 16+ programmer eached nearly 1 millionp eople during 2025-2026. It contributed to reducing sexual and gender-based violence (SGBV).

Outcome 1: Mainstreaming SGBV prevention helped reach more than 100,000 people, including conservative groups.

Outcome 2: More than 400’000 people who have access to prevention measures and professional accompaniment, benefited from quality primary health care and vocational training/education. Supporting psychosocial health and promoting self-confidence were key success factors for effective educationf or marginalised people. Leave no one behind (LNOB)-transformative programming becomes visible e.g. through improved access to basic services for marginalised people and a better understanding of exclusion factors.

Outcome 3: More than 100’000 persons were informed and/or trained on rights of marginalised and vulnerable population groups The activities contributed, e.g. to increased political participation of women and higher enrolment rates of girls in vocational training. In addition, KoGe member organisations (MOs) were strong promoters of community mobilisation strategies. In Kenya e.g. self-help groups successfully claimed the rights of people with disabilities, registering them officially and managing to obtain benefits.

Results of Switzerland's engagement in previous phase Local partner organisations (LPO) were trained to participate in political processes, to do advocacy and to contributet o policy dialogues. Examples of results include youth participation in committees at different governmental levels. KoGe MOs and LPOs contributed to the passing of laws, for example in Indonesia for the better protection of children and women against violence. KoGe MOs and LPOs increased their collaboration with governments around the world, with a focus on collaboration at local government level. Investments in conflict-sensitive programme management (CSPM) strengthened risk management among KoGe’s MO and their partners.
Medium-term outcome of organisation's current engagement

Outcome 1 : All forms of violence are significantly reduced.

Outcome 2: All people have equal rights to economic resources and basic services.

Outcome 3: Social and political inclusion of all, with a focus on inclusive and participatory decision-making and respect of rights.
