Labour Market Inventory
This research project aims to contribute to more and better jobs in ASEAN countries through the establishement of an online labour market database. It will analyze the number of jobs saved or created by economic integration, as well as the quality of jobs. The inventory is done by ILO in partnership with OECD and ADB.

| Background |
Many steps have been taken in ASEAN to facilitate trade in the region in view of economic integration in 2015, for example in the areas of investment and labour mobility. Nonetheless, Member States need to redouble their efforts. The achievement of the objectives of economic integration is expected to bring shared prosperity. One of the main issues when it comes to ASEAN economic integration is the lack of knowledge between labour market developments (for instance, shocks in some sectors following openness to trade), and the need for social protection. Some sectors will grow and employ more workers, while others might contract. |

To set up and maintain the database of employment, social protection and social dialogue policy responses at the ASEAN regional level. To assess the potential impact of specific policy measures in selected countries (focus on Vietnam and Indonesia), and develop policy recommendations addressing labor market priorities. To share best practices and lessons learned regionally and globally in close collaboration with social partners, mass media and training institutions. |

Expected results: Update the existing inventory database using the same survey questionnaire for all ASEAN countries, and their main trading partners. Supporting the local governments in Indonesia and Vietnam in updating their employment projections. Provide support to the design and the implementation of an updated module of questions on social protection in Indonesia and Vietnam. Estimate the impact of two labour market programmes or labour market measures ? one in Indonesia and one in Vietnam. Assist the Ministry of Labour in Indonesia in the evaluation of one pilot labour market programme called "Infrastruktur Perdesaan Padat Pekerja berbasis LRB". A report on policy trends in a large number of countries, and impact assessment of selected labour market institutions and social protection programmes in Indonesia and Vietnam. Organize a joint ILO-SECO conference to exchange with ASEAN community. Results from previous phases: The ILO/WB report revealed that in most of the 55 low-income and middle-income and 22 high-income countries surveyed, unlike previous crises, there was considerable government intervention to mitigate the impacts of the downturn. Affected countries use expansionary fiscal and monetary policies to stimulate the economy, they also directly intervened to protect or create employment, preserve skills and facilitate the matching between job-seekers and employers, and protect the incomes of the unemployed and vulnerable groups. In many cases, social dialogue helped guide the policy response. This was critical, for instance, when implementing work-sharing arrangements. |
