Agenda 2030 and SDG 16: Peaceful and Inclusive Societies – Time to Deliver

The Swiss contribution to this project at the interface of science and policy aims to support the implementation of Agenda 2030 with a particular focus on Sustainable Development Goal 16 (SDG 16). Two of the most respected academic institutions – the Centre on international cooperation at New York University and the Small arms survey at the Graduate institute for international and development studies – will combine their respective expertise. They will build intellectual foundations, evidence and partnerships that will accelerate the delivery of SDG 16 as well as related Development goals.

Background

Agenda 2030 represents a paradigm shift in many ways. First, it is universal – contrary to the Millennium Development Goals. Second, it is cross-sectorial, recognising multi-fold inter-linkages between different issues. Third and maybe most importantly, it promises to “leave no one behind”. Furthest behind are those battling with chronic armed conflict or other forms of violence, lack of access to justice, rampant corruption, lack of respect for human rights, and from non-inclusive and non-accountable institutions. Hence, the adoption of Sustainable Development Goal 16, which recognises the links between peaceful societies and sustainable development, and vice-versa. It is key to successfully deliver the overall Agenda 2030. However, SDG 16 needs to be seen in conjunction with the entire Agenda, and an early start is needed. This is at risk by a number of factors, including lack of a clear vision, insufficient reliable data as well as the absence a partnership platform. Switzerland is in a unique position to be able to help to get this project off the ground immediately.

Objectives

Contribute to the implementation of Sustainable Development Goal 16 as part of the overall Agenda 2030 by building consensus on delivery gaps and opportunities, strenghtening measurement, and by launching a delivery platform.

Target groups

Actors engaged in the discussions on monitoring and delivering Agenda 2030 and those wishing to lead on SDG 16 delivery: member States, missions in Geneva, New York and Vienna, international organisations, private sector, civil society actors and foundations, academia and research institutions, existing partnership platforms.

Medium-term outcomes

Objective 1: Better consensus on gaps in Agenda 2030, delivery and opportunities in view of the Partnership forum of the United Nations Economic and Social Council (ECOSOC).

Objective 2: Improved global data on peaceful and inclusive societies, as a delivery tool for SDG 16.

Objective 3: Accelerated delivery of SDG 16 through an action platform.

Expected results:  

  • Analytical paper on partnership gaps in Agenda 2030.
  • Mirror events on Agenda 2030 partnership gaps in Geneva and New York.
  • Data hub with regular updates on key aspects of SDG 16, such as insecurity, access to justice, and violent deaths.
  • Analytical contributions on trends in key indicators and in-depth analysis on specific issues related to SDG 16.
  • Establishment of informal multi-stakeholder group of governments, international organisations, private sector, civil society and existing partnership platforms.
  • Development of an action plan for investment, policies and programs needed for SDG 16.
