Biotrade Facilitation Programme Phase III
The BioTrade Facilitation Programme phase III (BTFP III) contributes to improve the framework conditions favorable to develop trade of products issue from biodiversity (BioTrade). It mainstreams BioTrade in relevant multilateral, regional and national processes and strengthens the policy and regulatory environment for BioTrade sectors.

| Background |
Conservation of biodiversity and alleviation of poverty, especially in rural areas, and promotion of economic growth in developing countries can be achieved through sustainable use of resources and benefit sharing between the actors involved (communities, private sector, governments). BioTrade is a key strategy through which sustainable use of biodiversity based resources can be implemented. The project aims at fostering trade in products used in the cosmetic and para-pharmaceutical sectors (e.g. herbal products), and possibly for the food sector, with a geographical focus on the Andes region (Peru - Columbia) and the Mekong region (Vietnam). |

The overall objective of the BTFP III is to mainstream BioTrade in relevant multilateral, regional and national processes and strengthen the policy and regulatory environment for BioTrade sectors. This will allow key stakeholders (governments and companies) to take advantage of policy options and strategies available for BioTrade sectors. |

MAINSTREAM BIOTRADE IN SUSTAINABLE SOURCING AND USE IN SUSTAINABLE DEVELOPMENT STRATEGIES, INCLUDING IN GLOBAL BIODIVERSITY TARGETS: The objective is to address the current challenge of limited dialogue, knowledge and coherence among stakeholders on BioTrade issues, especially when devising policies, regulations and incentives in the field of BioTrade. BARRIERS TO TRADE OF BIODIVERSITY-BASED PRODUCTS: The objective is to identify barriers to the trade of biodiversity-based products in order to increase the stakeholders? awareness of main non-tariff measures applicable to biodiversity-based products in the selected markets and their impact. LACK OF UNDERSTANDING AND POLICY OPTIONS ON CERTAIN ASPECTS OF THE IMPLEMENTATION OF THE NAGOYA PROTOCOL ON BIOTRADE: The objective is to develop policy options for the implementation of certain aspects of the Nagoya Protocol on BioTrade products . |

Expected results: Organization of the IV BioTrade Congress. Organization of two BioTrade high-level dialogues. Preparation of study on traceability related issues. Elaboration and publication of various technical study/reports. Enhancement and updating of the BioTrade website. Mapping of the existing non-tariff measures applicable to BioTrade in the selected export markets. Identification of the non-tariff measures harmful to BioTrade. Scoping study on benefit sharing (ABS) frameworks Organization of a peer review on ABS. Preparation and dissemination of policy and regulatory options in implementing BioTrade-related provisions of Nagoya Protocol. Review of a regional or national regulation on the implementation of the BioTrade-related provisions of the Nagoya Protocol. Results from previous phases: The Trade Promotion Division of SECO co-finances since 2003 the "BioTrade Facilitation Programme" (BTFP) implemented by UNCTAD (first phase 2003-2007, second phase 2008-2015). In 2012, an independent evaluation of this program took place. This evaluation highlighted the continued importance and relevance of the BioTrade concept and reported the good results the BTFP obtained in maintaining BioTrade on the international agenda. It also highlighted the importance of UNCTAD as a reference center for BioTrade. At the same time, the evaluation revealed some shortcomings, in particular that UNCTAD?s performance in terms of the formulation of country program proposals was not considered efficient and effective enough. Overall, the evaluation recommended that WEHU "should consider providing further support to developing BioTrade at the macro-level through a focused bilateral project with UNCTAD as executing agency". |
