Cities and Climate Change in Africa (CICLIA)
Cities and Climate Change in Africa (CICLIA) is a program managed by the Agence française de Développement for preparation of climate change mitigation and adaptation projects in Sub-Sahara Africa cities. CICLIA proposes to bridge the existing gap between policy-making and actual financing and implementation of low-carbon infrastructure projects.

| Background |
Cities concentrate half of the world?s population and the bulk of economic activities. According to the International Panel on Climate Change, they account for 76% of energy-related global greenhouse gas emissions. Furthermore, the need to mitigate climate change will increase along with the rising energy consumption of growing cities. With this in mind, in the framework of a momentum on pan African joint action on climate change, African local governments have started committing themselves through concrete actions. CICLIA contributes to this effort by supporting the preparation of low-carbon projects. |
| Objectives |
CICLIA overarching aim is to support local authorities in turning urban climate strategies into actual urban projects with climate co-benefits. It does so by accompanying local governments in the implementation of low-carbon and climate-resilient urban strategies into actual investments. CICLIA expected impact is that participating cities develop low-carbon and climate-resilient infrastructure on a priority basis |
