IBC-Improving protection, social cohesion and skills development services for Syrian and host communities in Kilis

There are almost 3.6 million Syrian refugees in Turkey, residing in different provinces across the country, mainly in non-camp settings. Their vulnerabilities are growing and tensions between them and host communities are on the rise. The national NGO IBC, active in humanitarian relief and emergency aid, aims with the proposed project to improve the living conditions of Syrian refugees, while focusing on strengthening social cohesion between host communities and refugees.

The project in brief
Background

Since the beginning of the conflict in Syria, millions of people have fled their homes to escape violence and have taken refuge in Turkey and in neighbouring countries. The number of Syrian refugees in Turkey is almost 3.6 million, making it the country with the highest number of refugees. 94% of Syrian refugees remain outside of camp settings in different provinces across the country and have limited but slowly growing access to basic services, by means of the combined and continued efforts of the Government of Turkey (GoT), UN Agencies and civil society actors.

IBC (International Blue Crescent), a registered national NGO in Turkey, has been active in humanitarian relief and emergency aid since 2000 in Turkey as well as abroad. IBC’s Community Center (CC) in Kilis was established in 2013, and has been providing services to Syrian refugees and host communities since. The proposed project by IBC will improve protection and skills development services, and social cohesion for Syrian and host communities in Kilis. SDC will co-fund the project together with GIZ.
Objectives Contributing to the improvement of the well-being of Syrian refugees &, strengthening social cohesion between host and Syrian communities in Kilis.
Target groups The target group will be urban communities residing in the city of Kilis, Turkey. Approximately 70% of beneficiaries will be Syrian refugees, 30% will be from the Turkish host community; 60% of beneficiaries will be women, 40% will be men; and 40% of beneficiaries will be under 18 years old, 60% will be over 18 years old. A total of 5’500 individuals will benefit from services provided by the community centre (without duplications). The total number of beneficiaries is estimated to be around 22’000. Also, IBC staff will benefit from capacity building measures during the implementation.
Medium-term outcomes
  1. Syrian Urban refugees in Kilis City  have access to standard psychosocial services and interventions.
  2. Skills of the Syrian community members in Kilis are improved.
  3. Social interaction between Turkish host and Syrian refugee communities in Kilis is increased and improved.
  4. Knowledge and awareness on legal rights and available services are improved.
  5. Motivation, capacity and well-being of IBC staff are increased.
Results

Expected results:  

1.1 PSS is provided to Syrian refugees.

1.2 Human Development trainings are provided to Syrian refugees and Turkish host community.

2.1 Life skills trainings are provided to Syrian refugees.

2.2 Vocational and Entrepreneurship Courses are provided to Syrian refugees.

2.3 Language and literacy courses are provided to Syrian refugees and Turkish host community.

2.4 Women Solidarity Area is established and provides women-specific skills development activities to Syrian refugee women.

3.1 & 3.2 Social Cohesion and Peace Building Activities are organized to improve integration and social cohesion levels between both communities.

4.1 Translation Hot Spot & Info Center is established and provide informative services to Syrian refugees.

4.2 WSA is established and provides women-specific awareness raising activities to Syrian refugee women.

5.1 & 5.2 Trainings, capacity development and motivational activities for IBC staff.

Coordination with other projects and actors IBC has cooperated with a range of international partners and UN Agencies, including GIZ, UNHCR, Medecins sans Frontier, and Malteser International. During the implementation of this project IBC will cooperate with public authorities through its protocols with the Kilis Municipality, Ministry of National Education (MoNE) and Public Education Centers (PECs).
