Donor Committee for Enterprise Development (DCED)
DCED as the independent and respected point of reference for standards, knowledge and data on the role of the private sector in development, contributes to improving donor’s programs in this domain. It also advocates globally the importance of the topic in the development sector. SDC supports the DCED in its various activities since the early 80ies and co-chairs the working group on Market System Development and Private Sector Engagement

| Background | Private Sector Development (PSD) is a powerful tool to create more equitable and more inclusive employment and income. Many development actors recognise the contribution of this approach to poverty reduction. Moreover, the role and options for the private sector as an engaged partner in development projects is of high importance to SDC. Hence, it is crucial to exchange information on practical experiences and research on these topics. DCED members develop and set common standards in PSD, i.e. Results Measurement, where SDC has been strongly involved and is applying the DCED standard in many programmes. |
| Objectives | The overall goal of DCED is to raise donor’s impact in poverty reduction and to overcome the beneficiaries‘ dependency on aid via influencing the quality and quantity of private sector development programmes. |
| Target groups | DCED activities will directly affecct the development actors and indirectly their target groups, i.e. in SDCs case low-income households in developing countries through private sector development and other interventions. |

The specific objectives are in line with DCEDs vision of “being an independent and respected point of reference for standards, knowledge and data on the role of the private sector in development” and translate into that the DCED is a) widely recognized as the leading source of information and guidance on PSD, b) demonstrates that donors have effective approaches to achieve PSD c) and explores and advances knowledge in new themes, in response to demand from member agencies and changing circumstances. |
| Results |
Expected results: DCED 1) gathers, explores, advances and creates knowledge in new and relevant themes, in response to demand from member agencies and changing circumstances; 2) reaches its members with up to date knowledge, practical know-how and guidelines and acts as a technical “help-line”; 3) broadens its member base and outreach; 4) fosters common understanding and standard creation within the working groups; 5) creates evidence that donors have effective approaches to achieve PSD successfully Results from previous phases: Standard setting i.e. in Results Measurement for PSD; Establishment of six working groups whereas SDC is co-chairing two of them (MSD, PSE); DCED improved its position as knowledge and innovation hub in PSD; regular publication and information on PSD topics; successful integration of BEAM Exchange into DCED. The Beam Exchange has been a separate project (delegated cooperation with DFID) and could now be transferred to the DCED. Although the Beam website is still separated BEAM is now managed by the DCED secretariat. |
