Afghanistan Urban Peacebuilding Programme
Afghanistan’s cities grow rapidly. Crime, insecurity and social disintegration are an increasing problem for people in urban areas. The government is struggling to improve the situation affecting its legitimacy and public trust. The Afghanistan Urban Peacebuilding Programme supports municipalities and community-based structures to tackle insecurity through an inclusive approach. The ambition is twofold: improve urban security and governance for city dwellers.

- Municipalities in collaboration with line departments better plan and implement demand-driven and inclusive services in the area of safety and security.
- Communities, particularly excluded and under-represented groups, increasingly and with a spirit of solidarity engage in civic affairs and municipal governance.
- The national government establishes a framework for accountable, transparent and participatory municipal governance in particular in the area of safety and security.
- Participatory citywide/district safety assessments undertaken and inclusive city strategies/plans developed and endorsed.
- Area-based participatory community safety assessments and plans developed (Gozar level).
- Service and infrastructure projects implemented in Community Development Councils (CDCs) and Gozars addressing the needs and priorities of women, youth, the poor, vulnerable and excluded.

| Contexto |
Afghanistan is a “fragile state” with weak formal governance, high rates of poverty and chronic insecurity. Insurgent attacks, while increasing, aren’t the main security challenge for Afghan civilians in 2013. Land disputes, non-insurgent-related physical attacks, ordinary theft and burglary affect daily lives even more. Afghanistan is one of the world’s fastest urbanizing countries placing enormous pressure on local governments and security providers to supply services and achieve peaceful and inclusive cities. Cities concentrate the risks associated with insecurity and disorder: chronic poverty, steep inequality, state weakness and the reduced solidarity associated with city life. |
