África del Norte está formada por países con perfiles muy diferenciados que, por su importancia geopolítica y su proximidad con Europa, se consideran también contrapartes importantes para Suiza. Todos estos países se enfrentan a los mismos desafíos: elevado desempleo, en especial entre los jóvenes y las mujeres, corrupción, disparidades regionales, así como exclusión política, económica y social. Una seguridad precaria, una economía estancada y los fuertes flujos migratorios completan el cuadro.

Transición democrática y derechos humanos
Suiza contribuye a la promoción del Estado de derecho, los derechos humanos, el diálogo político y la sociedad civil. Respaldó las elecciones desde 2011 en Túnez y puso a disposición a sus expertos en Derecho Constitucional. Además, Suiza ofrece su apoyo a Túnez y a Egipto para superar su pasado y acompaña a los organismos públicos en sus esfuerzos hacia una mayor transparencia.

Suiza contribuye a la mejora de las perspectivas económicas mediante proyectos innovadores y pragmáticos. El objetivo es reforzar la competitividad internacional y optimizar las condiciones que regulan las actividades económicas. Suiza comparte su experiencia en materia de formación profesional y promueve una gestión sostenible de los recursos naturales. Así pues, la COSUDE respalda desde 2012 la modernización del sector del suministro de agua y del tratamiento de aguas residuales en el marco de un proyecto en Asuán, una de las gobernaciones (provincias) más desfavorecidas de Egipto. El proyecto concierne a los 100 000 habitantes del barrio de El-Nassereya, donde se construyó un depósito de agua con una capacidad de 2000 m3.
Migración y protección
África del Norte tiene una tradición marcada por numerosos flujos migratorios: individuos que se desplazan en su país, en su región, y hacia Europa, huyendo de las crisis económicas y los conflictos. Un buen número de estos emigrantes son víctimas de la violencia y la explotación. Suiza trabaja con las autoridades locales, las diásporas y las organizaciones internacionales y bilaterales, protege y apoya a los emigrantes amenazados, a los refugiados y a las víctimas del tráfico de personas y defiende sus derechos. A través de la Media Luna Roja Tunecina, proporciona ayuda de emergencia a los refugiados rescatados por mar y a los emigrantes en campamentos de tránsito.
Historia de la cooperación
Desde 2011, Suiza se compromete en África del Norte en el marco de un enfoque interdepartamental por parte de la Agencia Suiza para el Desarrollo y la Cooperación (COSUDE), la División Seguridad Humana (DSH), la Dirección Política del DFAE, la Secretaría de Estado de Economía (SECO) y la Secretaría de Estado de Migración (SEM). Suiza centra su compromiso en tres temáticas prioritarias: transición democrática y derechos humanos, crecimiento y actividades lucrativas sostenibles e inclusivas, así como migración y protección. Suiza tiene un papel activo en Egipto y Túnez en lo referente a estos tres ámbitos. En Marruecos está presente por medio de un programa más restringido, a la vez que proporciona ayuda humanitaria en Libia y Argelia. Además, en Libia asume un compromiso en favor de la paz

Inclusive Green Growth in Egypt

Egypt is facing economic challenges among which high poverty and high unemployment rates impact the most marginalized to a greater degree. This new program contributes to an innovative and inclusive development approach to promote the green economy[1] through utilizing agricultural waste and other untapped profitable green resources to make use and leverage local resources to strengthen the livelihoods of vulnerable communities in Upper Egypt and create jobs. The increase in migrants and refugees residing in Egypt, coupled with shrinking humanitarian funding are leaving many at protection risk. With new challenges due to the COVID-19 pandemic, the protection risks have risen and needs are exacerbated. This project will respond to the immediate protection needs of refugees and migrants by providing a comprehensive package of gender sensitive emergency protection services in Greater Cairo, with a special focus on women and children at risk.

By the means of two “Mobile Clinics”, the project will answer to immediate medical needs of migrants and Egyptians in Greater Cairo. Thanks to its experience and ongoing engagement in health and protection in Egypt, Switzerland is well placed to provide early recovery and self-resilience interventions.

L’Afrique de l’Ouest connait une crise alimentaire qui touche environ 10 millions de personnes dont beaucoup d’éleveurs. Les plans de réponse des Etats et des institutions régionales ne mettent pas assez l’accent sur les éleveurs. Ce programme fournira une aide d’urgence à 174’240 éleveurs vulnérables de la région et améliorera les outils de distribution de l’aide dans les mécanismes régionaux et nationaux de gestion de crises alimentaire. Il réduira les conflits, en limitant les transhumances précoces.

In Egypt, Community Based Organisations (CBOs) are key actors in responding to migrant’s[1] basic needs. These include child and adult education, emergency assistance, medical and legal services. The project strengthens the ability of these organisations to provide these much-needed services. Moreover, CBOs will be empowered to advocate for migrant’s needs in the donor community and with decision makers. Reliable and sustainable services for migrants in Egypt also serve the migration interests of Switzerland. [1] The term migrant in this proposal includes refugees, asylum seekers, new arrivals in the “pre-refugee status determination phase”, (all nationalities identified by UNHCR) and vulnerable migrants (irregular and regular) residing in Egypt.

Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.

Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.

Waste Water Treatment Plant in Thala and Feriana
