Cox’s Bazar District is currently hosting approx. 900’000 refugees from Myanmar. A high proportion remain in a chronic emergency situation due to long-term challenges to find durable solutions on safe return. Handicap International’s intervention aims to improve access to specific health services for both refugees and host community members by supporting a public hospital and providing assistance with a particular focus on the most vulnerable and to people with disabilities.

Contexto In 2017, violence in Rakhine State, Myanmar, has driven an estimated 700,000 Rohingya refugees across the border into Cox’s Bazar, bringing the total Rohingya population close to one million. Generations of statelessness imposed vulnerabilities even before this most recent crisis. The people and Government of Bangladesh welcomed them with resounding generosity and open borders. The speed and scale of the influx required the international humanitarian community to step up its support to help mitigate a critical humanitarian emergency. The humanitarian response is also designed to mitigate impacts on the Bangladeshi host communities most directly affected by the influx and improve their ability to cope with the strains of now hosting nearly a million people. Refugees rely upon humanitarian assistance for their basic needs.
Objetivos

To increase meaningful and safe access to essential services of communities affected by the refugee crisis through the provision of rehabilitation equipment and training of health workers. 

The project focuses on the most vulnerable and on people with disabilities while balancing the response to both the host communities and the refugees.

Grupos destinarios

The project will reach over 18’000 individuals with a need for physical and functional rehabilitation from both host communities and the Rohingya population as direct beneficiaries.

The overall population, both refugees and host communities will profit from increased capacities through better trained staff in Cox’s Bazar District Hospital.

Efectos a medio plazo

Objective: To provide a rapid response to the immediate specific needs of vulnerable populations affected by the crisis.

Outcome 1: Access to quality physical and functional rehabilitation is improved in Cox’s Bazar District Hospital for refugees and members of the host community.

Outcome 2: Vulnerable persons affected physically or psychologically are better equipped to cope with the situation, through direct response to their specific needs

Outcome 3: HI team is prepared to provide a rapid response to monsoon and other climatic events effects

Resultados

Resultados previstos:  

  • Provision of rehabilitation equipment to Cox’s Bazar District Hospital
  • Provision of physical and functional rehabilitation to Cox’s Bazar District Hospital patients.
  • Capacity building of health workers on basic physical and functional rehabilitation principles in Cox’s Bazar District Hospital
  • Protection Mainstreaming, Protection against Sexual Exploitation and Abuse and Child Protection Policies trainings to all field staff and volunteers
  • Implementation of preparedness measures to reinforce the response to the effects of the monsoon season
  • Setting up of an emergency unit to ensure an early response to the effects of monsoon


Resultados de las fases anteriores:   From October 2017 to March 2018 (co-funded by Swiss Humanitarian Aid), HI provided assistance to 1273 individuals for rehabilitation services, 1918 individuals for Mental Health and Psychosocial Support (MHPSS) services and 759 individuals for Protection service through mobile units. This initial phase concluded that a new intervention needs to be more balanced between humanitarian and development assistance. More attention will be shifted towards the reinforcement of the tools, training of staff and partners and improving integrated approaches between sectors. While the static points will be primarily managed by the HI humanitarian team, they will be handed over to longer-term projects and the regular teams that were already providing support to both refugee and host communities even before the influx in August 2017.

The HI response is part of the Joint Response Plan (JRP March 2018 – December 2018).

Coordination is done through the various sector coordination under the lead of ISCG (Inter Sector Coordination Group).

HI is active in forums and discussions to ensure inclusion and disability mainstreaming. HI's extensive knowledge and experience in the Rohingya response since 2007 and expertise in disability and vulnerability programming made it the focal international non-governmental organization for all reference and coordination on disability needs and linked vulnerability, including both refugee and host communities programming.
