ACTIVA – Integrated mine action in Cauca and Nariño


SDC will support Humanity & Inclusion (HI) in contributing to peace, early recovery and socioeconomic development of indigenous, peasant and afro-descendant communities in the departments of Cauca and Nariño, under the Government Stabilization Policy. The focus of the third phase will be on a comprehensive approach (mine risk education, humanitarian demining, victim rehabilitation and advocacy) that involves recovery of community economies and infrastructure. It will bring a broader impact and better cost-efficiency relationship.

Contexto Colombia is far from meeting the goal of being a mine-free country in 2021 (Ottawa Convention). Ongoing armed violence and use of APM/UXO/IED by different illegal armed groups led to a tripling of the number of survivors/victims in 2018. In rural areas, humanitarian and protection conditions of indigenous, afro-Colombian and peasant communities have deteriorated. The State's response remains insufficient in such areas.
Objetivos Contribute to peace consolidation, early recovery and socioeconomic development of communities affected by APM/IED/UXO in Cauca y Nariño
Grupos destinarios Direct beneficiaries: 48.049 personas (26.375 M + 21.674 H) from indigenous, afro-descendant and peasant communities of 7 municipalities belonging to 2 departments (Cauca and Nariño), whereas 57% are female and 43% male.
Efectos a medio plazo Outcome 1:
Vulnerable communities (indigenous, peasant and afro-descendant) affected by APM/IED/UXO inhabit safer environments and favorable for inclusive local socio-economic development in both departments.
Outcome 2:
Survivors and indirect victims affected by APM/IED/UXO and persons with disabilities improve their living conditions through access to services (protection, health, legal assistance and psychosocial support) and advocacy to sustain such access.
Resultados

Resultados obtenidos:  

In this current phase

1. Mine Risk Education (MRE): 419 beneficiaries (public servants, community members and leaders) improve their knowledge, capacities and plans to prevent and mitigate risks associated to AMP/IED/UXO. Community self-protection will be strengthened with training and equipment.
2. Humanitarian Demining (HD): territories of 4 municipalities of Cauca prioritized by the Government are free of APM/IED/UXO (clearance of approx. 120’000 m2), for the socio-economic development of their habitants (47.000 approximately) in safe conditions. 4 community infrastructures rehabilitated.
3. Comprehensive rehabilitation: 250 people with disabilities (190 survivors and 60 people with disabilities) and 80% of their caretakers have improved their health conditions in a comprehensive way, by accessing emergency assistance services, physical rehabilitation processes and psychosocial support.
200 people (40 survivors and 160 family members) have improved in 30% their income generation.
45 public servants of the mine action institutional network have increased their knowledge about rights of victims with disabilities.
4. Participation and advocacy: 7 local development plans, reports, tools, research documents include specific needs of vulnerable populations affected by AMP/IED/UXO. 430 people (8 associations).
An action plan of the Latin American network of survivors and people with disabilities in progress. The peer support strategy is widely socialized with local authorities and the Ministry of Health.

Resultados de las fases anteriores:   -697 people (256 leaders, 27 public servants and 441 teachers) trained in Mine Risk Education (MRE).
-175 victims and survivors affected by APM/IED/UXO and 75 people with disabilities improved their health conditions in a comprehensive way, by accessing emergency assistance services, physical rehabilitation processes and psychosocial support.
-3 collective productive units and 1 productive infrastructure project benefited 408 families and 102 vulnerable people (income generation). This includes demining of a community aqueduct.
-38,820 inhabitants of 3 rural municipalities benefited from clearance (126,522 m2) (during the last two previous phases with HI).
-183 caregivers benefited from peer support and their needs were addressed.
-12 associations (of victims and people with disabilities, mesas de víctimas municipales, and disability committees) have advocacy plans.
-Communication of community structures responsible for providing security and protection to 3 indigenous reserves and a peasant community was strengthened.
-Community liaison process systematized.
-230 public servants who are part of the institutional network of the 6 municipalities has increased their knowledge about rights of victims.
