Improved Government Response to Crisis and Major Civilian Operations
Lebanon is facing political instability, tremendous security concerns, and a refugee crisis, in addition to being vulnerable to natural hazards and water scarcity. The Lebanese Government is requesting continued support to improve its emergency, preparedness and response to man-made and natural disasters and crisis. Based on DRR achievements to date, SDC through UNDP will support the capacities of the Government in fulfilling remaining interventions stipulated in the National Response Plan, at the i) National level - Mobile Operation Room (MOR) and field assessment team ii) Sectoral level - risk assessment, response plans and crisis management cell at Ministry of Energy and Water, Public Works and Transportation and Telecommunication, and iii) Local level - capacity building of three regional governorates and three districts.

- Management and staff of the MoEW, MoPWT and MoT so that they have enhanced capacities in disseminating safety measures during emergencies, crisis and disasters to the public.
- Municipal members and governorate staff who will be involved in the preparedness of the regional response plan and regional operations rooms.
- A minimum of 250'000 persons targeted by outreach and awareness campaign.
- National Level: National response mechanisms for DRM established and implemented with sufficient capacities to increase national resilience against disaster risks.
- Sectoral Level: DRR considerations integrated into development planning of critical economic and social sectors to reduce vulnerability of development infrastructure and assets.
- Local Level: Local and community capacity for DRR enhanced to reduce losses to life and property.
- 1.1 Increased community awareness on DRR related issues.
- 1.2 A Field Assessment Team (FAT) is established and trained.
- 2.1 Strengthened capacities of Ministry of Energy and Water, Ministry of Public Works and Transportation, and Ministry of Telecommunications to plan and respond to emergency or disaster.
- 2.2 A national Mobile Operation Room (MOR) established and equipped.
- 3.1 Improved capacities of 3 Governorates (Mouhafaza Bekaa, Mount-Lebanon and Nabatiyeh) and 3 districts to plan and respond to emergencies and disasters.
- 3.2 Increased community awareness (Syrian and Lebanese) on safety and first response to emergencies or disaster.
- Disaster Risk Reduction Management Unit established at the Prime Minister Office.
- Submission of 3rd national progress report of the Hyogo Framework of Action.
- National Strategy for Disaster Risk Reduction and National Response Plan developed; in addition to city response plans for Beirut and districts of Jbeil and Tripoli.
- National capacities on Disaster Risk Management strengthened at central and regional levels for public and private institutions including Getting Airports Ready for Disaster (GARD).
- Public awareness raised on Disaster Risk Reduction.
- Development and dissemination of the flood hazard report by the Centre National de Ia Recherche Scientifique (CNRS).

Contexto |
Since the adoption of the Hyogo Framework for Action (HFA) in 2005 the Government of Lebanon has been committed to DRR. The proposed project falls within the Lebanon National Response Plan and under the Lebanese Government's "Roadmap of Priorities" for stabilization due to the impact of the Syria crisis. With the current fragility of Lebanon due to the Syria crisis, and the potential scenario of complex emergency involving man-made and natural disasters, it is essential to continue and consolidate support to the Lebanese Government in maintaining DRR preparedness and response actions. |
