UNICEF is an indispensable UN partner to support the needs of children. The Office of Emergency Programmes (EMOPS) ensures that the United Nations Children’s Fund’s (UNICEF) role in complex emergencies is clearly defined, the organization properly equipped and prepared to deliver its mandate. The SDC/HA’s support to EMOPS in Geneva enables UNICEF to lead inter-agency humanitarian coordination, response and standard setting in the fields of Water and Sanitation (WASH), Education, Nutrition and Child Protection.

- Strengthened humanitarian preparedness and response, aligned with UNICEF’s policy and framework for humanitarian action, the CCCs
- Comprehensive Inter-agency partnerships and field-based humanitarian coordination enable people-centred humanitarian response in line with CCCs in all contexts.
- Efficient and effective programmatic, operational, advocacy, donor engagement, and security management
- Humanitarian Cash Transfers systematic consideration and use is supported in major humanitarian crises
- AAP is established and strengthened in Country Offices that facilitates the safe, appropriate, and equitable engagement of affected populations including children, women, and the most vulnerable groups
- Strengthened strategic partnerships with UN agencies, NGOs, International Financial Institutions (IFIs), Inter-Agency Standing Committee (IASC), Red Cross and Red Crescent movement, including standby partners to improve humanitarian action.
- Strengthened coordination of UNICEF-led global clusters and AoR and improved field-based humanitarian coordination in nutrition, education and WASH
- Operations through planning, monitoring, reporting and resource mobilization capacities to meet quality standards in achieving results for children
- In 2020 and 2021, EMOPS responded to nine large-scale UNICEF Level 3 emergencies and eleven Level 2 emergencies. With SDC/HA and cluster partners, including standby arrangements, Global Cluster Rapid Response Team members provided direct coordination and/or information management support to a total of 72 countries in 2020 and 2021
- The Accountability to Affected Populations: a handbook for UNICEF and partners was published and training was rolled out in 2020
- EMOPS supported the launch of the Office of the United Nations High Commissioner for Refugees (UNHCR)-UNICEF Blueprint for Joint Action for Refugee Children in 2020 whose coordination teams facilitated interventions in 10 countries in the WASH, Child Protection and Education sectors
- EMOPS developed an ambitious internal reform plan to strengthen UNICEF as a humanitarian agency in 2020. EMOPS continued to support UNICEF’s role as a cluster lead agency of the Nutrition and WASH Clusters and the Child Protection Area of Responsibility (AoR) and as co-lead of the Education Cluster in 2021

| Contexto | Wherever there is a crisis – disaster, public health emergency or conflict – UNICEF strives to reach children and families in the hardest hit regions with lifesaving resources. More than 450 million children globally in 2020 – are now living in areas affected by conflict – the highest number in 20 years. The outbreak of COVID-19 further worsened the situation of children that were already left behind. EMOPS with its presence in New York and Geneva is the focal point for emergency assistance, humanitarian policies, staff security and support to UNICEF offices in the field, as well as strategic coordination with external humanitarian partners, both within and outside the United Nations (UN) system. |

| Coordinación con otros proyectos y actores | The Global Protection Cluster, the Global Partnership to End Violence against Children (GPEVAC), the Geneva Global Hub for Education in Emergencies and other SDC/Humanitarian Aid and SDC funded projects with UNICEF benefit from a strong EMOPS. High synergies exist with SDC/HA strategies, operational concepts and policy dialogue on WASH, Protection, Education as well as the implementation thereof. |
