Through the single funding channel of the NPTF, donors strengthen the role and capacity of the state in Nepal’s peace process. This enables suporting elements of this process that are either pivotal, such as the Constitutional Assembly, the national and local elections, the rehabilitation of ex-combatants and the establishment of transitional justice mechanisms or peripheral like reconstruction of police posts destroyed during the war, establishment of medical centres for disabled victims of the war, strengthening of local peace committees. All this support globally contributes to increasing security for the population.

Contexto

Nepal’s peace process is slow and complicated. Since May 2008, 6 successive governments have led the country. The unsuccessful Constituent Assembly (CA) was disolved in May 2012. New elections have been delayed and are now expected for either June or November 2013 (CA/Legilsative) and April 2014 (Local). In February 2011, UNMIN left the country. The monitoring and subsequent demobilisation of the combattants was successfully carried out by a national mechanism (funded by the Nepal Peace Trust Fund – NPTF). As of March 2013, the constitution drafting process is suspended and many fundamental political, socio-economic and administrative reforms outlined in the 2006 CPA and the 2008 Interim Constitution still need to be implemented in order to achieve better rule of law, equity and inclusion, and ultimately secure lasting peace and development.

Objetivos

NPTF derives its mandate from Nepal’s Comprehensive Peace Agreement (CPA) and other relevant agreements. NPTF (a) functions as a coordinating body for peace related initiatives, (b) acts as a funding mechanism for GoN and donor resources, and (c) monitors the peace process. The general purpose of the NPTF reads: “Core challenges of the peace process, as defined by policy makers and assigned to the NPTF, are professionally addressed and coordinated by the NPTF and its implementing agencies”. The NPTF remains essential to a meaningful role of the state in the peace process.

    Resultados de las fases anteriores:  

    In January 2013 (End of Year 6), NPTF had a portfolio of completed and ongoing projects totalling NPR 14,412.54Mn (approx CHF 160Mn). On 31.12.2013, total donor funds to NPTF since inception amounted to NPR 6,068Mn (ie. 42% of the portfolio), with the rest funded from GoN Budget. NPTF has completed 24 projects, while 31 more are ongoing. Key results include support to CA elections (2008), management of cantonements and demobilisation of former maoist combatants. Lack of political consensus has hindered some projects, including establishing transitional justice mechanisms and providing vocational training to those combatants that would not be integrated in the Nepal Army. After dissolution of the unsuccessful CA (May 2012), the peace process will be delayed by at least two more years.
