Central Asia Energy and Water Development Program Phase 3.0


The Multi Donor Trust Fund promotes energy and water security at the regional level in Central Asia and in the countries Afghanistan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan.

Contexto

In Central Asia, water availability and use differ greatly between countries. The expansive semi-arid steppe receives little to no rainfall, while the mountainous areas in the South-East receive plenty and have a high hydropower potential. Rural, urban and industrial development remains dependent on adequate water availability. Regional cooperation and improving the enabling environments for water and energy are crucial in maximizing the potential of the region. Recently, positive trends and opportunities for regional cooperation have been observed (e.g. OBOR) on which the program can build.

Objetivos

The development objective of CAEWDP 3.0 is to strengthen the enabling environment to promote energy and water security at regional level and in the beneficiary countries. The project contributes to the SECO outcome effective institutions and services and the business line reliable basic public services. The CAEWDP is complementary to the Swiss Blue Peace Initiative, which aims to bring countries together in a spirit of solidarity to tackle water, energy and food-related challenges.

Efectos a medio plazo

Improved policy frameworks that promote achievement of energy and water security adopted at national level-

Regional framework promoting energy and water security negotiated among beneficiary countries-

Strengthened capacity in regional and national institutions responsible for energy and/or water resources management in beneficiary countries- and

Leverage/inform US$ 2.5 billion of investments contributing to energy and water security at regional level and in beneficiary countries, including regional power trade.

Resultados

Resultados previstos:  

The program follows a matrix structure according to three thematic pillars and four technical components under which activities are realized.

The pillars include (1) Energy Security Pillar, (2) Water Security Pillar, (3) Energy and Water Linkages Pillar.

The activities are implemented under the components (1) Data and Diagnostic Analysis- (2) Institutions, Capacity and Dialogue- (3) Supporting Investments- and (4) Program Management.


Resultados de las fases anteriores:  

The support provided under CAEWDP to date has helped catalyze USD 1.7 billion of investment to date, including important regional investments, such as the Central Asia Hydromet Modernization Project (CAHMP, USD 28 million), the Climate Adaptation and Mitigation for the Aral Sea Basin Project (CAMP4ASB, USD 62 million) and the Central Asia South Asia Electricity Transmission and Trade Project (CASA-1000, USD 1?126 million). Further, CAEWDP has prepared the ground for national activities such as "Energy Efficiency in Public Buildings in Kyrgyzstan", which in this case has led to a SECO co-financed project. Dialogue processes provided opportunities for open exchange of opinions among beneficiary countries and development partners, including during the six-country consultations on the Rogun assessment studies and at the first High-level Meeting of the First Deputy Prime Ministers on Regional Riparian Issues.
